In accordance with subparagraph 152-4) of paragraph 15 of the Regulation on the Ministry of Science and Higher Education of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated August 19, 2022 № 580 "On certain issues of the Ministry of Science and Higher Education of the Republic of Kazakhstan", I HEREBY ORDER:
1. To approve the attached Rules for conducting testing to determine the scope of knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan.
2. The Committee for Language Policy of the Ministry of Science and Higher Education of the Republic of Kazakhstan shall, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on the internet resource of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
3. Control over execution of this order shall be assigned to the supervising Vice-Minister of Science and Higher Education of the Republic of Kazakhstan.
4. This order shall be enforced upon expiry of ten calendar days after the day of its first official publication.

Rules for conducting testing to determine the scope of knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan
Chapter 1. General provisions
1. These Rules for conducting testing to determine the scope of knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan (hereinafter - the Rules) have been developed in accordance with subparagraph 152-4) of paragraph 15 of the Regulation on the Ministry of Science and Higher Education of the Republic of Kazakhstan, approved by Resolution of the Government of the Republic of Kazakhstan dated August 19, 2022 № 580 "On certain issues of the Ministry of Science and Higher Education of the Republic of Kazakhstan", and determine the procedure for conducting testing to determine the scope of knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan (hereinafter - the scope of knowledge).
2. A candidate for citizenship of the Republic of Kazakhstan (hereinafter - the test taker) shall undergo testing for the purpose of determining the scope of knowledge.
3. The Rules shall not apply to minors, legally incapable persons, persons who have special merits before the Republic of Kazakhstan or who have professions and meet the requirements under the list established by the President of the Republic of Kazakhstan, ethnic Kazakhs, as well as persons entitled to acquire citizenship of the Republic of Kazakhstan under a simplified procedure on the basis of international treaties ratified by the Republic of Kazakhstan.
4. The following basic concepts shall be used in these Rules:
1) appeal - a procedure for repeated consideration of the results of assessment of knowledge of test takers, which is carried out upon the application of the test taker in accordance with these Rules;
2) biometric data verification system - an automated system performing the procedure of personal identification;
3) seating list - a list of distribution of test takers by places in the auditorium;
4) testing - a procedure conducted for the purpose of assessing knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan;
5) testing administrator - a responsible person exercising control over compliance with the procedure at the testing venue;
6) threshold score - the minimum aggregate of scores for each testing block established by the scope of knowledge (order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated October 8, 2024 № 479 "On approval of the scope of knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan" (registered in the Register of State Registration of Regulatory Legal Acts under№ 35233);
7) electronic certificate - an electronic document with unique data of the test taker, officially confirming the achievement of the threshold score during testing and published on the website of the Republican State Enterprise on the Right of Economic Management "National Testing Center" of the Ministry of Science and Higher Education of the Republic of Kazakhstan (hereinafter - NTC).
5. Testing shall consist of the following blocks:
1) a test to determine knowledge of the Kazakh language at the elementary level of the language knowledge assessment system (in the Kazakh language);
2) a test on the fundamentals of the Constitution of the Republic of Kazakhstan (in the Kazakh or Russian language);
3) a test on the history of Kazakhstan (in the Kazakh or Russian language).
6. The total number of test items shall be 100 (one hundred), of which:
1) on the Kazakh language - 30 (thirty), including: on the listening part - 15 (fifteen), on the reading part - 15 (fifteen);
2) on the fundamentals of the Constitution of the Republic of Kazakhstan - 40 (forty);
3) on the history of Kazakhstan - 30 (thirty).
7. Test items with a choice of one correct answer from the proposed four answer options shall be used in testing. The choice of the correct answer shall be assessed with one score.
8. The total time provided for testing shall be 2 (two) hour 10 (ten) minutes.
An additional 30 (thirty) minutes shall be provided for persons with disabilities of all groups.
9. The threshold score shall be no less than 50 (fifty) scores, including by blocks:
1) Kazakh language - no less than 15 (fifteen) scores;
2) fundamentals of the Constitution of the Republic of Kazakhstan – o less than 20 (twenty) scores;
3) history of Kazakhstan - no less than 15 (fifteen) scores.
10. Testing shall be conducted 2 times a year in February and August of the calendar year. The dates and venue of testing shall be determined by the authorized body in the field of science and higher education.
11. Upon admission, the test taker shall present the original of one of the following documents:
1) a stateless person's certificate or a foreign passport;
2) a residence permit of a foreigner in the Republic of Kazakhstan.
12. Based on the results of testing, foreign citizens and stateless persons shall, upon achievement of the threshold score determined in paragraph 9 of these Rules, be issued an electronic certificate in the Kazakh language in the form according to Annex 1 to these Rules. If the threshold score is not achieved, the electronic certificate shall not be issued. The electronic certificate shall be available after completion of testing in the personal account of the test taker (except for test takers who have submitted an application for appeal).
13. The electronic certificate shall be confirmed by entering the individual identification number (hereinafter - IIN) and the individual code of the test taker on the NTC website (https://certificate.testcenter.kz).
14. The validity period of the electronic certificate shall be 2 (two) years from the day of issuance.
Глава 2. Procedure and the procedure for conducting testing
15. Acceptance of applications for participation in testing shall be carried out through the digital system of the NTC within the following periods:
1) from February 3 to February 10 of the calendar year;
2) from August 10 to August 20 of the calendar year.

Information on the acceptance of applications for participation in testing and the periods of testing shall be published on the NTC website www.testcenter.kz. To participate in testing, the test taker shall register on the NTC website www.app.testcenter.kz, where the personal account of the test taker is created. Further, the test taker shall, in accordance with Annex 2 to these Rules, fill in the testing parameters and select the payment method. After successful completion of all stages, the message "Application accepted" shall appear.
In the event of refusal to participate in testing, the test taker shall delete his/her application in the personal account before the database is closed. The database shall be closed on the last day of acceptance of applications specified in paragraph 15 of these Rules.
Refund of funds shall be carried out within 1 (one) month from the moment of completion of testing, upon submission of the following documents:
1) an application;
2) a payment receipt;
3) a copy of an identity document;
4) a copy of a bank payment card (front side);
5) a 20-digit account number, indicating the details of a second-tier bank of the Republic of Kazakhstan.
After the database is closed, payment for testing shall not be refunded.
17. A test taker who has submitted an application but has not taken part in testing on the appointed day shall be provided with the opportunity to participate on one of the subsequent days during the testing period (subject to availability of a stream and a place in the auditorium) or a refund of funds for the following valid reasons:
1) in the presence of a certificate of temporary incapacity for work and (or) a medical certificate, in the forms according to the order of the Minister of Health of the Republic of Kazakhstan dated November 18, 2020 № ҚР ДСМ-198/2020 "On approval of the rules for conducting examination of temporary incapacity for work, as well as issuance of a certificate or medical certificate of temporary incapacity for work" (registered in the Register of State Registration of Regulatory Legal Acts under №.21660) and (or) an extract from the portal of the digital government of the Republic of Kazakhstan on the state of health;
2) in the presence of documents confirming the death of a spouse or a close relative, the list of which is established in subparagraph 13) of Article 1 of the Code of the Republic of Kazakhstan “On marriage (matrimony) and family”;
3) in the presence of an order on a business trip confirming participation or the fact of participation in republican and international olympiads, sports competitions, as well as in republican and international competitions and festivals in the field of culture and sports;
4) in emergency situations.
Footnote. Paragraph 17 as amended by the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated 19.06.2026 № 299(shall be enforced from 12.07.2026).18. To permit the accompaniment of test takers with disabilities by individual assistants, when submitting an application for testing, it is necessary to attach a notarized translation of the document on the establishment of disability into the Kazakh or Russian language, as well as documents of the individual assistant (identity documents, documents confirming education (if available), IIN). Specialists in the field of Kazakh philology, history of Kazakhstan and jurisprudence shall not be allowed as individual assistants. Individual assistants not specified in the application for testing shall not be admitted to the auditorium.
19. Upon admission to testing, the testing administrator shall take measures to prevent the bringing into the building and auditorium and the use of educational and methodological literature, dictionaries, information carriers and records disclosing the content of test items, paper of various formats, photo and video equipment, any type of mobile communication means with information transfer functions (mobile phones, tablets, laptops, players, modems (mobile routers)), the use of any type of radio-electronic communication (Wi-Fi, Bluetooth, Dect, smart watches, smart glasses, voice recorders, wired and wireless headphones, micro-earphones).
Upon detection of prohibited items specified in this paragraph during inspection with a metal detector, the testing administrator shall draw up a report on the detection of a prohibited item upon entry into the building of the testing venue and removal of the test taker from the building in the form according to Annex 3 to these Rules, as a result of which the test taker shall be disqualified from participation in testing in the current period.

Upon detection of an unauthorized person upon entry to testing or during testing, the testing administrator shall draw up a report on the detection of an unauthorized person during admission to testing or during testing in the form according to Annex 4 to these Rules.
An unauthorized person detected during testing shall be removed from the auditorium; the test taker shall not complete this testing; in the event of completion, the results shall be annulled.
21. During testing, video surveillance means and devices for suppression of mobile and radio-electronic communication signals shall be used in accordance with Annex 38 to the order of the Minister of Health of the Republic of Kazakhstan dated August 20, 2021№ ҚР ДСМ-84 "On approval of the forms of accounting and reporting documentation in the field of sanitary and epidemiological welfare of the population" (registered in the Register of State Registration of Regulatory Legal Acts under № 24082).
22. The testing administrator shall admit test takers to the auditorium (computer class) one by one. After personal identification, the test taker shall take a seat in accordance with the number indicated in the seating list and shall sign the seating list in the form according to Annex 5 to these Rules.
23. Before the start of testing, the testing administrator shall instruct the test takers on the rules of testing in the Kazakh language, and, if necessary, in the Russian language.
24. Before the start of testing, the test taker shall:
1) enter the IIN to log into the testing system and undergo authorization using the biometric data verification system through the front camera installed on the computer;
2) confirm the correctness of the test taker's data;
3) review and confirm familiarization with the rules of conduct during testing and the conduct of testing in the interface of the testing program;
4) commence testing after pressing the "Login" button.
The test taker shall undergo authorization upon each entry into the testing system and exit from it, and shall also undergo authorization after completion of testing using the biometric data verification system through the front camera installed on the computer.
The test taker shall confirm completion of testing by pressing the "Complete testing" button.
The test taker shall submit an application for appeal on technical grounds during testing by pressing the "Submit appeal on technical grounds" button in the interface of the testing program.
After completion of testing, an analysis card shall be displayed on the screen of the personal computer of the test taker indicating the variants of his/her answers, the number of scores gained for each question and by blocks, as well as the total testing score. The test taker shall be provided with 10 minutes to review the testing results and the analysis card of testing results.
Further, the functions "Submit appeal on content" and "Complete without appeal" shall be displayed on the computer screen. If the test taker does not select one of the two functions, the testing program shall automatically close after 10 minutes. Upon selecting the "Submit application for appeal on content" button, a menu for submitting an appeal shall open.
The test taker shall submit an application for appeal on the content of test items within 30 (thirty) minutes. After completing the submission of the application for appeal, the test taker shall press the "Complete appeal" button.
Further, the screen shall display the analysis card of the accepted application on the test items submitted for appeal.
Upon selecting the "Complete without appeal" function, the test taker shall leave the auditorium.
Assessment of answers to test items shall be carried out in accordance with paragraph 7 of these Rules.
Repeated testing during the testing period shall not be allowed.
25. In the event of a power outage, water supply failure or internet failure at the testing venue, the test taker shall wait for the resumption of the testing process for no more than 45 (forty-five) minutes. If it is impossible to continue testing, the testing administrator shall, in coordination with the NTC, reschedule the testing process to another date by drawing up a report on the termination of the testing process and rescheduling to another date/stream in the form according to Annex 6 to these Rules. The testing results shall not be processed and shall be subject to annulment.
26. In the event of technical malfunctions during testing, the test taker shall inform the testing administrator thereof.
The testing administrator shall draw up a report on the detection of a technical malfunction of equipment during testing in the form according to Annex 7 to these Rules.
In the event of a technical malfunction of equipment, the registration file of the test taker in the testing system shall be checked, and in the event of loss of time, the lost time shall be additionally added.
After elimination of the technical malfunction, the test taker shall continue testing.
27. Upon the test taker's exit from the auditorium and upon re-entry into the auditorium, a metal detector check shall be carried out.
28. During testing, the test taker shall not be allowed to:
1) leave the auditorium (computer class) without the permission of the testing administrator;
2) leave the auditorium (computer class) during the last hour of testing, except for emergency situations and/or cases related to the health of the test taker;
3) talk or change seats;
4) bring into the auditorium (computer class) and/or use prohibited items specified in paragraph 19 of these Rules;
5) make noise before testing or during testing;
6) exchange documents and the sheet provided to the test taker for work;
7) discuss and disclose the content of test items;
8) perform actions leading to damage to the equipment used for testing and the security system;
9) attempt to interfere with the testing system.
In the event of a violation by the test taker of the above subparagraphs of this paragraph of the Rules, the testing administrator shall draw up a report on the removal of the test taker from the auditorium for violation of the Rules for conducting testing to determine the scope of knowledge of the state language at an elementary level, the fundamentals of the Constitution of the Republic of Kazakhstan, as well as the history of Kazakhstan upon admission to citizenship or restoration of citizenship of the Republic of Kazakhstan in the form according to Annex 8 to these Rules. The test taker shall be removed from the auditorium and shall not complete this testing; in the event of completion, the results shall be annulled.
Chapter 3. Procedure for filing an application for appeal and its consideration
29. For the purpose of ensuring compliance with uniform criteria and resolving disputed issues in the assessment of test items, an appeal commission shall be established.
30. The chairperson and members of the appeal commission shall be approved by an order of the authorized body in the field of science and higher education.
31. The appeal commission shall consist of no less than two persons for each block. The candidacies of the members of the appeal commission shall be formed from among experienced teachers, instructors and other employees of educational organizations recommended by regional, city education departments, state language training centers, and higher education institutions.
The appeal commission shall accept and consider applications of test takers on issues of the content of test items and on technical grounds.
32. The appeal commission shall consider the appeal and make a decision within 5 (five) working days.
The results of the appeal shall be available in the personal account of the test taker on the website www.app.testcenter.kz.
An appeal on technical grounds shall be considered in the event of the absence of a fragment of the condition of a test item (texts, schemes, drawings, tables), as a result of which it is impossible to determine the correct answer.
An appeal on the content of test items shall be conducted for the following reasons:
1) the correct answer does not coincide with the code of correct answers;
2) there is no correct answer;
3) there is more than one correct answer in test items with a choice of one correct answer (all variants of correct answers shall be indicated);
4) the test item is formulated incorrectly.
Specific facts set out in the application for appeal shall be subject to consideration. When submitting an application on content for reconsideration of test items, the test taker shall indicate a reasoned justification (full explanation). An application without justification (full explanation, step-by-step solution of items) shall not be subject to consideration.
33. The appeal commission shall consider the substantiation of the proposals and make a decision. The decision of the appeal commission shall be adopted by the chairperson and members of the appeal commission for the block (blocks).
In the event of disagreement with the decision, the test taker shall have the right to file a complaint against an administrative act, administrative action (omission), guided by subparagraph 5) of paragraph 2 of Article 22 of the Administrative Procedural Code of the Republic of Kazakhstan.
34. The decision of the appeal commission shall be formalized by a protocol in the form according to Annex 9 to these Rules, to these Rules, which shall be signed by the chairperson and members of the appeal commission for the block (blocks). Protocols of the meetings of the appeal commission shall be kept in the NTC for one year.
