"Білім туралы" Қазақстан Республикасының Заңы 5-1-бабының 9) тармақшасына сәйкес БҰЙЫРАМЫН:

1. Қоса беріліп отырған Тиісті деңгейдегі білім беру бағдарламаларын іске асырып жатқан Қазақстан Республикасының Қорғаныс министрлігіне ведомстволық бағынысты әскери оқу орындарына оқуға қабылдау қағидалары бекітілсін.

2. Қазақстан Республикасы Қорғаныс министрлігі Білім және ғылым департаментінің бастығы:

1) осы бұйрықты заңнамада белгіленген тәртіппен мемлекеттік тіркеу үшін Қазақстан Республикасының Әділет министрлігіне жолдасын;

2) осы бұйрықтың көшірмесін мемлекеттік тіркелгеннен кейін күнтізбелік он күн ішінде ресми жариялау үшін мерзімді

баспасөз басылымдарына және "Әділет" ақпараттық-құқықтық жүйесіне жолдасын;

3) осы бұйрықты ресми жарияланғаннан кейін Қазақстан Республикасы Қорғаныс министрлігінің ресми интернет-ресурсына орналастырсын.

3. Осы бұйрыққа 2-қосымшаға сәйкес Қазақстан Республикасы Қорғаныс министрінің кейбір бұйрықтарының күші жойылды деп танылсын.

1-тарау. Жалпы ережелер

1. Осы Тиісті деңгейдегі білім беру бағдарламаларын іске асыратын Қазақстан Республикасының Қорғаныс министрлігіне ведомстволық бағынысты әскери оқу орындарына оқуға қабылдау қағидалары (бұдан әрі – Қағидалар) Қазақстан Республикасының "Білім туралы", "Қазақстан Республикасының қорғанысы және Қарулы Күштері туралы", "Әскери қызмет және әскери қызметшілердің мәртебесі туралы" заңдарына (бұдан әрі – Заң) сәйкес әзірленді және тиісті деңгейдегі білім беру бағдарламаларын іске асыратын Қазақстан Республикасының Қорғаныс министрлігіне (бұдан әрі – ҚР ҚМ) ведомстволық бағынысты әскери оқу орындарына оқуға қабылдау тәртібін айқындайды.

2. Оқуға қабылдау жоғары білімнің білім беру бағдарламаларын іске асыратын (бұдан әрі – әскери институт) ҚР ҚМ ведомстволық бағынысты әскери оқу орындарына даярлаудың қысқартылған оқу мерзімімен білім беру бағдарламалары бойынша қабылдауды қоспағанда, 1 наурызға дейін ҚР ҚМ-ның әскери білім беру мәселелеріне жетекшілік ететін құрылымдық бөлімшесі (бұдан әрі – құрылымдық бөлімше) жасайтын ҚР ҚМ бекіткен оқуға қабылдау жоспарына сәйкес жүзеге асырылады, онда қабылдау квотасы көрсетіледі.

2-1. Әскери институтқа оқу мерзімі қысқартылған білім беру бағдарламалары бойынша оқуға қабылдау ҚР ҚМ бекіткен, құрылымдық бөлімше жасайтын Оқуға қабылдау жоспарына сәйкес оқуға қабылдау жылының 1 маусымына дейін жүзеге асырылады.

2-2. Оқуға қабылдау жоспарына өзгерістер мен толықтыруларды құрылымдық бөлімше әскери кадрды даярлаудағы қажеттілік өзгергенде, ұйымдық-штаттық іс-шаралар жүргізілгенде, қабылдау квотасы қайта бөлінгенде, қабылдауды ұйымдастыруға ықпал ететін білім беру бағдарламаларының тізбесі өзгергенде енгізеді.

Оқуға қабылдау жоспарына өзгерістер мен толықтыруларды ҚР ҚМ, ал ол болмағанда оның міндетін атқарушы адам бекітеді.

Өзгерістер мен толықтырулар Оқуға қабылдау жоспарына өзгерістер мен толықтырулар енгізу немесе оны жаңа редакцияда бекіту арқылы ресімделеді және оқуға қабылдау жылының 1 шілдесінен кешіктірілмей енгізіледі.

3. Қабылдау жылының 15 сәуіріне дейін ҚР ҚМ, Қазақстан Республикасы Қарулы Күштері Бас штабының (бұдан әрі – БШ) құрылымдық бөлімшелерінің бастықтары, Қазақстан Республикасы Қарулы Күштері (бұдан әрі – ҚР ҚК) түрлерінің бас қолбасшылары, ҚР ҚК тектерінің қолбасшылары, ҚР ҚК бас басқармалары мен басқармаларының бастықтары, сондай-ақ Заңның 39-1-бабына сәйкес олардың мүддесінде мамандар даярлау жүзеге асырылатын әскери қызметшілері мен қызметкерлері Қазақстан Республикасының Ұлттық қорғаныс университетіне түсуге құқығы бар мемлекеттік органдар (бұдан әрі – тапсырыс берушілер) және әскери оқу орындарының (бұдан әрі – ӘОО) бастықтары құрылымдық бөлімшеге қабылдау комиссияларының құрамына кандидаттарды ұсынады.

Қабылдау комиссияларының құрамы қабылдау жылының 1 маусымына дейін Қазақстан Республикасы Қорғаныс министрінің бұйрығымен бекітіледі.

4. Қабылдау комиссиясының төрағасы әскери оқу орнының бастығы болып табылады.

5. Қабылдау комиссиясының құрамы комиссия төрағасынан, оның орынбасарынан, комиссия хатшысынан және комиссияның басқа да мүшелерінен тұрады. Комиссия мүшелерінің саны тақ санды құрайды. Шешімдер қабылдау комиссиясы мүшелерінің жалпы санының қарапайым көпшілік дауыс беруімен қабылданады.

Дауыстар тең болған жағдайда қабылдау комиссиясы төрағасының дауысы шешуші болып табылады.

6. Қабылдау комиссиясының отырыстары қабылдау комиссиясының төрағасы бекітетін жұмыс жоспарына сәйкес өткізіледі және хаттамалармен ресімделеді.

7. Бірыңғай талаптарды сақтауды қамтамасыз ету және оқуға түсушілердің құқықтарын қорғау үшін конкурстық іріктеу нәтижелері бойынша даулы мәселелерді шешу мақсатында әскери оқу орны бастығының бұйрығымен апелляциялық комиссия құрылады. Апелляциялық комиссия оның мүшелерінің тақ санынан тұрады. Апелляциялық комиссияның құрамы әскери оқу орнының өкілдері қатарынан құрылады.

7-1. Конкурстық іріктеу нәтижесімен келіспейтін Қазақстан Республикасының азаматы конкурстық іріктеу нәтижесі жарияланғаннан кейін келесі күні апелляцияға өтініш береді. Өтінішті апелляциялық комиссия өтініш берушінің қатысуымен ол берілген күннен бастап бір жұмыс күні ішінде қарайды.

Апелляциялық комиссия әрбір оқуға түсушімен жеке тәртіппен жұмыс істейді. Оқуға түсуші апелляциялық комиссияның отырысына келмеген жағдайда оның апелляцияға өтініші қаралмайды.

Апелляциялық комиссияның шешімі комиссия мүшелерінің жалпы санынан көпшілік дауыс беруімен қабылданады және өтініш келіп түскен күннен бастап 1 (бір) жұмыс күні ішінде шығарылады. Дауыстар тең болған кезде апелляциялық комиссия төрағасының дауысы шешуші болып табылады. Апелляциялық комиссияның жұмысы комиссия төрағасы мен оның барлық мүшелері қол қойылған хаттамамен ресімделеді.

8. Қабылдау жылының 1 маусымына дейін қабылдаудың қорытынды кезеңінен өту үшін құрылымдық бөлімшемен келісу бойынша әскери оқу орындарының басшылары бекітетін рейтингілік балды есептеу кестесі жасалады. Рейтингілік балды есептеу кестесі әскери оқу орнының интернет ресурсында орналастырылады және жергілікті әскери басқару органдарына (жоғары оқу орнынан кейінгі білімді қоспағанда) жеткізіледі.

Абитуриенттің рейтингілік балы кәсіби-психологиялық іріктеу нәтижесін, дене шынықтыру дайындығын тапсыру нәтижесін, ҰБТ нәтижесінің балын, бейінді пәндер орташа мәнінің балын қамтиды. Ұшқыш мамандығына оқуға түсушілер үшін психофизиологиялық іріктеу нәтижесін қамтиды.

3-тарау. Техникалық және кәсіптік білімнің білім беру бағдарламасын іске асыратын әскери оқу орнына оқуға қабылдау

22. Жалпы орта білім беру базасында техникалық және кәсіптік білімнің білім беру бағдарламасын іске асыратын ҚР ҚМ әскери колледжіне (бұдан әрі – жалпы орта білім беру базасындағы әскери колледж) Заңның 39-бабы 1-тармағының 1), 2), 3) тармақшаларында көзделген талаптарға сәйкес келетін Қазақстан Республикасының азаматтары (әскери қызметшілер) оқуға түсуге құқылы.

Негізгі орта білім беру базасында техникалық және кәсіптік білімнің білім беру бағдарламасын іске асыратын ҚР ҚМ Әскери колледжіне (бұдан әрі – негізгі білім беру базасындағы әскери колледж) Заңның 39-бабының 2-тармағында көзделген талаптарға сәйкес келетін Қазақстан Республикасының азаматтары оқуға түсуге құқылы.

23. Оқуға түсушілер әскери колледждің қабылдау комиссияларына осы Қағидаларға "Әскери колледждерге және жоғары білімнің білім беру бағдарламаларын іске асыратын әскери оқу орындарына оқуға түсу үшін құжаттар тізбесі" деген 2-қосымшаға сәйкес құжаттар топтамасын ұсынады не "ҚР ҚМ әскери оқу орындарына оқуға түсу үшін кандидат ретінде қабылдау" мемлекеттік көрсетілетін қызметін алу үшін "цифрлық үкіметтің" www.egov.kz веб-порталы (бұдан әрі – портал) арқылы өтініш жасайды және осы Қағидаларға 7-қосымшаға сәйкес нысан бойынша көрсетілетін қызметті алушының электрондық цифрлық қолтаңбасы қойылған не көрсетілетін қызметті алушының ұялы байланыс операторы берген абоненттік нөмірі тіркелген және порталдың есептік жазбасына қосылған жағдайда бір реттік парольмен куәландырылған әскери колледжге оқуға түсуге өтінім жібереді және осы Қағидаларға "Мемлекеттік қызметті көрсетуге қойылатын негізгі талаптар тізбесі" деген 2-2-қосымшаның 9-тармағына сәйкес құжаттар топтамасын қоса береді.

Әскери оқу орнының қызметкері оқуға түсуші келетін күні (көрсетілетін қызметті берушінің қызметкері портал арқылы алатын күні) құжаттар топтамасын қабылдауды, оны тіркеуді жүзеге асырады.

Көрсетілетін қызметті алушы ұсынған өтініште және (немесе) құжаттарда қате немесе дәлсіздік анықталғанда, олар нысаны мен мазмұны бойынша қойылатын талаптарға сәйкес келмегенде не осы Қағидаларға 2-2-қосымшаның 9-тармағына сәйкес құжаттар топтамасы толық ұсынылмағанда, көрсетілетін қызметті беруші өтінішті цифрлық күту парағы арқылы қабылдайды.

Көрсетілетін қызметті алушы ұсынған құжаттар (оның ішінде түпнұсқасы) өтінішті және (немесе) құжаттарды "цифрлық үкіметтің" веб-порталы арқылы беру жағдайын қоспағанда, көрсетілетін қызметті беруші оларды сақтауға қабылдамай, көрсетілетін қызметті алушыға қайтарылуға тиіс.

Бұл ретте көрсетілетін қызметті алушыға анықталған кемшіліктерді жою үшін 5 (бес) жұмыс күні мерзімі белгіленеді, ол Тізбенің 4-тармағында белгіленген тиісті мемлекеттік қызметті көрсетудің жалпы мерзіміне кірмейді.

Анықталған кемшіліктер жойылған жағдайда өтінішті және (немесе) құжаттарды қабылдау күні көрсетілетін қызметті алушының алғашқы жүгінген күні болып есептеледі.

Мемлекеттік қызмет көрсету мерзімінің өтуі көрсетілетін қызметті алушы анықталған кемшіліктерді жойған күннен бастап қайта басталады.

Анықталған кемшіліктер белгіленген мерзімде жойылмаған жағдайда көрсетілетін қызметті беруші мемлекеттік қызметті көрсетуден бас тартады.

Мемлекеттік қызметті көрсетуден бас тартқанда көрсетілетін қызметті беруші көрсетілетін қызметті алушыға бас тарту себебін көрсетіп, жауап жібереді.

Осы Қағидаларға 2-2-қосымшаның 10-тармағында көзделген негіздер бойынша мемлекеттік қызметті көрсетуден бас тарту туралы шешім қабылданған кезде көрсетілетін қызметті алушымен тыңдау жүргізілмейді.

Құжаттар топтамасы толық ұсынылғанда, оқуға түсуші осы Қағидаларға сәйкес оқуға түсі рәсімінен өтуді жалғастырады.

24. Қазақстан Республикасының азаматтары қатарынан жалпы орта білім беру базасындағы әскери колледжге оқуға түсуші қабылдау жылының 10 маусымына дейін тұрғылықты жері бойынша жергілікті әскери басқару органына не "Мемлекеттік қызметті көрсетуге қойылатын негізгі талаптар тізбесі" деген 2-2-қосымшаның 9-тармағына сәйкес құжаттарды қоса беріп, осы Қағидаларға 7-қосымшаға сәйкес нысан бойынша портал арқылы өтініш жасайды.

Анықталған кемшіліктер жойылған жағдайда өтінішті және (немесе) құжаттарды қабылдау күні көрсетілетін қызметті алушының бастапқы жүгінген күні болып есептеледі.

Көрсетілетін қызметті алушы құжаттар топтамасын толық ұсынған жағдайда оның "жеке кабинетіне" осы Қағидаларға 7-1-қосымшаға сәйкес нысан бойынша кандидаттар тізіміне қабылдау үшін құжаттардың қабылданғаны туралы хабарлама жіберіледі.

Жергілікті әскери басқару органының басшысы жұмысты ұйымдастырады және "Қазақстан Республикасының ұлттық қауіпсіздік органдары туралы" Қазақстан Республикасының Заңы (бұдан әрі – ҚР ҰҚО туралы Заң) 12-бабының 7) тармақшасына сәйкес арнайы тексеру жүргізу үшін оқуға түсушінің тиісті құжаттарын олар ұсынылғаннан кейін 10 (он) жұмыс күні ішінде жібереді.

Портал арқылы жүгінген Қазақстан Республикасының азаматтары үшін "Қазақстан Республикасының ұлттық қауіпсіздік органдары туралы" Қазақстан Республикасының Заңы 12-бабының 7) тармақшасына сәйкес арнайы тексеру жүргізу үшін құжаттарды әскери колледж жібереді.

Арнайы тексеруден өткен, білімі туралы құжаты бар және денсаулық жағдайы бойынша оқуға жарамды оқуға түсушілер қабылдау жылының 31 шілдесіне дейінгіні қоса алғанда, жалпы орта білім беру базасындағы әскери колледжге келеді.

Портал арқылы жүгінген оқуға түсушілер "жеке кабинетке" жіберілген хабарламаға сәйкес әскери колледжге келеді.

25. Әскери қызметшілер қатарынан жалпы орта білім беру базасындағы әскери колледжге оқуға түсуші қабылдау жылының 10 мамырына дейін әскери бөлім командирінің атына тиісті баянатпен өтініш жасайды.

Әскери бөлім командирі жалпы орта білім беру базасындағы әскери колледжге оқуға түсуге ниет білдірген әскери қызметшіге қатысты жұмысты ұйымдастырады және оқуға түсушінің тиісті құжаттарын ҚР ҰҚО туралы Заңға сәйкес арнайы тексеру жүргізу үшін оларды ұсынғаннан кейін 10 (он) жұмыс күні ішінде жолдайды.

Арнайы тексеруден өткен, денсаулық жағдайы бойынша оқуға жарамды, білімі туралы құжаты бар әскери қызметші қабылдау жылының 31 шілдесіне дейін жалпы орта білім беру базасындағы әскери колледжге келеді.

Портал арқылы өтініш жасаған оқуға түсуші "жеке кабинетке" түскен хабарламаға сәйкес жалпы орта білім базасындағы әскери колледжге келеді.

26. Алып тасталды– ҚР Қорғаныс министрінің 26.08.2026 № 964 (алғашқы ресми жарияланған күнінен кейін күнтізбелік он күн өткен соң қолданысқа енгізіледі) бұйрығымен.

26-1. Негізгі орта білім беру базасындағы әскери колледжге оқуға түсетін адам қабылдау жылын қоса алғанда, 27 – 31 шілде кезеңінде негізгі орта білім беру базасындағы әскери колледжге заңды өкілімен келеді және қабылдау туралы өтініш береді.

Мынадай талаптарға сәйкес келмейтін:

1) сот әрекетке қабілетсіз немесе әрекетке қабілеті шектеулі деп таныған;

2) әскери-дәрігерлік комиссияның қорытындысына сәйкес әскери қызмет міндеттерін орындауға кедергі келтіретін ауруы бар;

3) заңда белгіленген тәртіппен өтелмеген немесе алынбаған соттылығы бар;

4) Қазақстан Республикасы Қылмыстық-процестік кодексінің (бұдан әрі – ҚР ҚПК) 35-бабы бірінші бөлігінің 3), 4), 9), 10) және 12) тармақтары немесе 36-бабы негізінде қылмыс жасағаны үшін бұрын сотталған немесе қылмыстық жауаптылықтан босатылған;

5) сыбайлас жемқорлық қылмыс жасаған;

6) тізбесін уәкілетті органның басшысы бекітетін лауазымдар үшін психофизиологиялық немесе полиграфологиялық зерттеуден не медициналық куәландырудан өтпеген;

7) қызметке кірер алдындағы үш жыл ішінде қылмыстық теріс қылық жасағаны үшін өзіне қатысты соттың айыптау үкімі шығарылған немесе ҚР ҚПК-ның 35-бабы бірінші бөлігінің 3), 4), 9), 10) және 12) тармақтары немесе 36-бабы негізінде қызметке кірер алдындағы үш жыл ішінде қылмыстық теріс қылық жасағаны үшін қылмыстық жауаптылықтан босатылған;

8) арнайы тексеруден өтпеген және (немесе) өзі туралы не өзінің жақын туыстары (ата-анасы, балалары, асырап алушылары, асырап алынғандар, ата-анасы бір және ата-анасы бөлек аға-інілері мен апа-сіңлілері (қарындастары), аталары, әжелері, немерелері) туралы немесе жұбайы (зайыбы) және оның жақын туыстары туралы көрінеу жалған мәліметтер хабарлаған;

30. Оқуға түсушілерді кәсіби-психологиялық іріктеу ынталандыру, күйзеліске төзімділік, сыни тұрғыдан және логикалық ойлау деңгейін тексеруді қамтиды және оны қабылдау комиссиялары құрылымдық бөлімшемен келісу бойынша әскери колледждердің тәрбие және идеологиялық жұмыстар бөлімдерімен бірлесіп жүргізеді. Кәсіби-психологиялық тестілеу нәтижелері бойынша ұсынылмаған оқуға түсушілер кезеңнен өтпеген болып саналады.

31. Оқуға түсушілерді түпкілікті медициналық куәландыру денсаулық жағдайы бойынша әскери колледждерде оқуға жарамдылығын айқындауды қамтиды және оны Әскери-дәрігерлік сараптама жүргізу қағидаларына сәйкес құрылатын медициналық комиссия жүргізеді.

1) жалпы орта білім беру базасындағы әскери колледжге – "Қазақстан Республикасының Қарулы Күштеріндегі дене шынықтыру дайындығы нормативтерін бекіту туралы" Қазақстан Республикасы Қорғаныс министрінің 2014 жылғы 5 мамырдағы № 195 бұйрығына (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 9518 болып тіркелген) (бұдан әрі – № 195 бұйрық) сәйкес;

2) негізгі білім беру базасындағы әскери колледжге – осы Қағидаларға "Негізгі орта білім беру базасындағы әскери колледжге оқуға түсу үшін дене шынықтыру дайындығы бойынша нормативтер" деген 2-1-қосымшаға сәйкес норматив бойынша.

Барлық жаттығу үшін балдар жиынтығы бойынша 60 балдан төмен жинаған және екі норматив бойынша ең төмен балл жинамаған азаматтық жастар қатарынан оқуға түсуші кезеңнен өтпеген болып саналады.

33. Конкурстық іріктеуді қабылдау комиссиялары қабылдау жылының 20 тамызында жүргізеді және оқуға түсушілердің ең жоғарыдан ең төменгіге дейін балдар рейтингісін жасауды қамтиды. Рейтинг осы Қағидаларға 3-қосымшаға сәйкес нысан бойынша әскери колледждер қабылдау комиссияларының хаттамаларымен (бұдан әрі – Хаттама) ресімделеді.

Әскери колледжге рейтингіде бірінші нөмірден бастап оқуға қабылдау жоспары бойынша бөлінген орын санына сәйкес келетін нөмірге дейін тұрған оқуға түсушілер қабылданады. Оқуға қабылдау жоспарын жалпы санынан 30 %-ға дейін әскери оқу орнының ауыспалы құрамының штат саны шегінде асыруға жол беріледі.

Қабылдау комиссияларының шешімдері қабылдау жылының 21 тамызында сағат 10.00-ге дейін жарияланады және интернет ресурста орналастырылады және 23 тамызда әскери колледждер бастықтарының бұйрықтарымен бекітіледі. Апелляцияға өтініштер 22 тамызда сағат 11.00-ге дейін қабылданады.

Арнайы тексеруден өткен, денсаулық жағдайы бойынша оқуға жарамды, ҰБТ-ның 5 пәні бойынша кемінде 50 балл (оның ішінде бейінді пәндердің біреуі бойынша кемінде 5 балл және қалған пәндердің әрқайсысы бойынша кемінде 3 балл) жинаған Қазақстан Республикасының азаматтары қабылдау жылының 15 – 31 шілдесі кезеңін қоса алғанда, құжаттарды тапсыру үшін әскери институтқа келеді.

Арнайы тексеруден өткен, ҰБТ-ның 5 пәні бойынша 50-ден кем емес балл (оның ішінде бейіндік пәндердің біреуі бойынша 5-тен кем емес балл және қалған пәндердің әрқайсысы бойынша 3-тен кем емес балл) жинаған әскери қызметші Қазақстан Республикасы Президентінің 2006 жылғы 25 мамырдағы № 124 Жарлығымен бекітілген Қазақстан Республикасының Қарулы Күштерінде, басқа да әскерлері мен әскери құралымдарында әскери қызмет өткеру қағидаларының (бұдан әрі – Әскери қызмет өткеру қағидалары) 135-тармағына сәйкес қабылдау жылының 31 шілдесінен кешіктірілмей әскери институтқа келу күні көрсетіле отырып, оқу демалысына жіберіледі.

Конкурстық іріктеу комиссиясының жұмысы оқу бітіруші баянат бергеннен кейін келесі күні аяқталады.

Конкурстық іріктеу қорытынды аттестаттауды тапсыру нәтижесі және барлық оқу пәні бойынша үлгерімнің орташа балы негізінде ең жоғары деңгейден ең төменгі рейтингілік балға дейін әскери колледж бітірушісінің рейтингісін жасауды қамтиды.

Рейтинг әскери колледж бітірушісін конкурстық іріктеу нәтижесі бойынша конкурстық комиссияның хаттамасымен ресімделеді және оны әскери колледж бастығы бекітеді. Конкурстық іріктеу нәтижесі келесі күні сағат 10.00-ге дейін, комиссия жұмысы аяқталғаннан кейін әскери колледждің интернет-ресурсына орналастырылады және әскери институтқа жіберіледі.

Ұшқыш мамандығына оқуға түсушілер үшін "Қазақстан Республикасының мемлекеттік авиациясында қызмет өткеру үшін адамдардың денсаулық жағдайына қойылатын талаптарды бекіту туралы" Қазақстан Республикасы Қорғаныс министрінің 2020 жылғы 22 желтоқсандағы № 721 бұйрығына (бұдан әрі – № 721 бұйрық) сәйкес (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 21860 болып тіркелген);

ІІІ кезең – дене шынықтыру дайындығын тексеру;

ІV кезең – конкурстық іріктеу (ұшқыш мамандығына оқуға түсушілер үшін кәсіби-психофизиологиялық іріктеу) және оқуға қабылдау.

44. Оқуға түсушілерге қабылдаудың әрбір кезеңінен тек бір рет өтуге жол беріледі. Алдыңғы кезеңнен өтпеген оқуға түсуші келесі кезеңге жіберілмейді.

45. Оқуға түсушілерді алдын ала кәсіби-психологиялық іріктеу уәждемелілік, күйзеліске төзімділік, сыншылдық және логикалық ойлау деңгейін тексеруді қамтиды және оны қабылдау комиссиясы құрылымдық бөлімшемен келісу бойынша әскери институттың тәрбие және идеологиялық жұмыстар бөлімімен бірлесіп жүргізеді. Алдын ала кәсіби-психологиялық тестілеу нәтижелері бойынша ұсынылмаған оқуға түсушілер кезеңнен өтпеген болып саналады.

46. Оқуға түсушілерді түпкілікті медициналық куәландыру денсаулық жағдайы бойынша әскери институтта оқуға жарамдылығын анықтауды қамтиды және оны Әскери-дәрігерлік сараптаманы жүргізу қағидасына сәйкес құрылған медициналық комиссия жүргізеді.

47. Оқуға түсушілердің дене шынықтыру дайындығын тексеру № 195 бұйрыққа сәйкес дене шыңықтыру дайындығы бойынша нормативтерді қабылдауды қамтиды.

48. Конкурстық іріктеуді қабылдау комиссиясы қабылдау жылының 20 тамызында жүргізеді және ең жоғарыдан ең төменгі рейтингілік балға дейін балдар рейтингісін жасауды қамтиды. Рейтинг әскери институт қабылдау комиссиясының хаттамасымен ресімделеді.

49. Әскери институттарға рейтингіде бірінші нөмірден бастап қабылдау жоспары бойынша бөлінген орындар санына сәйкес келетін нөмірге дейін тұрған оқуға түсушілер қабылданады. Қабылдау жоспарын жалпы саннан 10 %-ға дейін асыруға жол беріледі.

50. Әскери институттарға қабылдау конкурсын өткізу кезінде конкурстық іріктеудің барлық кезеңінен сәтті өткен жағдайда Заңның 39-бабының 1-тармағында көрсетілген адамдардың басым құқығы бар.

Әскери интернатураға оқуға қабылдау 2021 жылға дейінгіні қоса алғанда оқуға түскен, "Жалпы медицина", "Стоматология" мамандықтары бойынша бакалавр дипломы бар, әскери кафедра жанындағы әскери даярлық курсынан өткен медициналық ЖОО бітірушісі (бұдан әрі – медициналық ЖОО бітірушісі) қатарынан жүзеге асырылады.

53-2. Құрылымдық бөлімше жыл сайын медициналық ЖОО әскери кафедрасының бастықтарына әскери интерндерді даярлау үшін бөлінетін квота санын жеткізеді.

53-3. Медициналық ЖОО әскери кафедрасының бастықтары медициналық ЖОО бітірушілері арасында әскери интернатураға оқуға түсу үшін заңнама нормаларын жеткізу бойынша үгіт-насихаттау-түсіндіру жұмысын жүргізеді.

Әскери интернатураға оқуға түсуге ниет білдірген медициналық ЖОО бітірушісі медициналық ЖОО әскери кафедрасы бастығының атына баянат (еркін нысанда) береді.

Медициналық ЖОО әскери кафедрасының бастығы № 195 Бұйрыққа сәйкес айқындалған нормативтер бойынша әскери интернатураға оқуға түсуге ниет білдірген медициналық ЖОО бітірушісінің дене шынықтыру дайындығын тексеруді ұйымдастырады.

Дене шынықтыру дайындығын тексеру нәтижесі Қазақстан Республикасы Қорғаныс министрінің 2017 жылғы 10 тамыздағы № 438 бұйрығымен бекітілген (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 15729 болып тіркелген) Қазақстан Республикасының Қарулы Күштеріндегі дене шынықтыру дайындығы қағидаларына сәйкес ведомоспен ресімделеді.

53-4. Әскери кафедра бастығы дене шынықтыру дайындығын тексеруден табысты өткен медициналық ЖОО бітірушісіне осы Қағидаларға "Жеке іс құжаттарының тізбесі" деген 3-1-қосымшаға сәйкес құжаттар тізбесін қоса беріп, жеке іс ресімдейді.

Жеке іске Әскери қызмет өткеру қағидаларына сәйкес "запастағы медицина қызметінің лейтенанты" офицер құрамының алғашқы әскери атағын беру үшін қажетті құжаттар қосымша қоса беріледі.

Медициналық ЖОО бітірушісінің қалыптастырылған жеке ісі әскери-медициналық қамтамасыз етуге жауапты Қазақстан Республикасы Қарулы Күштерінің құрылымдық бөлімшесіне (бұдан әрі – БӘМБ) жіберіледі.

53-5. Медициналық ЖОО бітірушілерін әскери интернатураға конкурстық іріктеуді жүзеге асыру үшін БӘМБ-да мүшелер мен хатшыдан тұратын тақ санда комиссия (бұдан әрі – БӘМБ комиссиясы) құрылады.

БӘМБ комиссиясы жұмысты ұйымдастырып, медициналық ЖОО бітірушісінің тиісті құжаттарын ҚР ҰҚО туралы Заңға сәйкес арнайы тексеру жүргізу үшін жібереді.

53-6. Арнайы тексеру нәтижесін алғаннан кейін медициналық ЖОО бітірушілерін әскери интернатураға іріктеуді БӘМБ комиссиясы барлық оқу кезеңіндегі үлгерімнің (өндірістік практика үшін бағаны ескеріп) орташа баллына және дене шынықтыру дайындығын тексеру нәтижесіне сәйкес конкурстық негізде жүзеге асырады.

Конкурстық іріктеу БӘМБ комиссиясының хаттамасында ресімделетін бітірушілердің ең жоғары балдан ең төменгі балға дейінгі балдық рейтингін жасап, мынадай шешімдердің бірін қабылдайды: "әскери интернатураға іріктелді", "бас тартылды".

Әскери интернатураға түсу үшін рейтингтегі бірінші нөмірден квота саны бойынша бөлінген орын санына сәйкес келетін нөмір бойынша медициналық ЖОО бітірушілері іріктеледі. Квотаның жалпы санынан 10%-ға дейін арттыруға жол беріледі.

Әскери институтқа қабылдау конкурсын өткізу кезінде конкурстық іріктеудің барлық кезеңінен табысты өткен жағдайда Заңның 39-бабының 1-тармағында көрсетілген Қазақстан Республикасының азаматтары басым құқыққа ие болады.

БӘМБ комиссиясының хатшысы олардың шешімін әскери интернатураға түсу үшін құжаттар тапсырған медициналық ЖОО-ның әрбір бітірушісіне электрондық хабарлама арқылы жеткізеді, БӘМБ комиссиясының хаттамасы Қазақстан Республикасы Қорғаныс министрлігінің интернет-ресурсына орналастырылады.

БӘМБ комиссиясының хаттамасы және әскери интернатураға іріктелген медициналық ЖОО бітірушілерінің жеке істері Әскери қызмет өткеру қағидаларына сәйкес "запастағы медицина қызметінің лейтенанты" офицер құрамының алғашқы әскери атағын беру үшін кадр жұмысы мәселесіне жетекшілік ететін ҚР ҚМ құрылымдық бөлімшесіне жіберіледі.

Конкурстық іріктеуден өтпеген медициналық ЖОО бітірушілерінің жеке істері қайтадан әскери кафедраларға жіберіледі.

53-8. Қазақстан Республикасы Қорғаныс министрінің офицер құрамының алғашқы әскери атағын беру туралы бұйрығы шығарылғаннан кейін кадр жұмысы мәселесіне жетекшілік ететін ҚР ҚМ құрылымдық бөлімшесі бұйрықтан үзіндіні және әскери интернатураға іріктелген медициналық ЖОО бітірушісінің жеке ісін әскери институтқа жібереді.

53-9. Әскери институт әскери интернатураға іріктелген медициналық ЖОО бітірушілерінің жеке істерін алғаннан кейін оларды қабылдау үшін қабылдау жылының 29 шілдесіне қарай әскери институтқа келу қажеттілігі туралы хабардар етеді.

Әскери институтқа оқуға қабылданған медициналық ЖОО бітірушісі әскери институт бастығымен әскери интернатурада оқу мерзіміне және ол аяқталғаннан кейін әскери қызметтің он жылына әскери қызмет өткеру туралы келісімшарт жасайды.

Әскери институттың кадр бөлімі (персоналмен жұмыс істеу бөлімшесі) әскери институтқа қабылданғаннан кейін 7 (жеті) жұмыс күні ішінде медициналық ЖОО бітірушісі әскери есепте тұрған жергілікті әскери басқару органына қабылдау туралы бұйрықтан үзіндіні жібереді.

5-тарау. Жоғары оқу орнынан кейінгі білімнің білім беру бағдарламаларын іске асыратын әскери оқу орындарына қабылдау

54. Қазақстан Республикасының Ұлттық қорғаныс университетіне (бұдан әрі – ҰҚУ) Қазақстан Республикасының азаматтары Заңның 39-1-бабына сәйкес оқуға түседі.

Білім алушылардың штат саны көлемінде өтеусіз негізде оқу үшін Қазақстан Республикасының азаматтары қабылданады.

Білім алушылардың штаттық санынан тыс ақылы негізде оқу үшін Қазақстан Республикасының азаматтары қабылданады.

"Әскери істегі талдау жұмысы" мамандығы бойынша ҰҚУ "Әскери дипломатия академиясы" факультетіне алдын ала іріктеуді және қабылдауды 14776 әскери бөлімі жүзеге асырады.

Мемлекеттік органдардың әскери қызметшілер мен қызметкерлері қатарынан кандидаттарды алдын ала іріктеуді тиісті мемлекеттік органдар жүзеге асырады, бұл ретте мемлекеттік органдардың жұмылдыру бөлімшелері қызметкерлерінің қатарынан кандидаттарды іріктеуді жұмылдыру дайындығы саласындағы уәкілетті орган жүзеге асырады. Іріктелген кандидаттардың тізімдері қабылдау жылының 20 мамырына дейін ҚР ҚМ-ға жіберіледі.

ҰҚУ жедел-стратегиялық және стратегиялық деңгейдегі магистратурасына оқуға түсетін ҚР ҚК кандидаттарының тізімдерін бағыттары бойынша ҚР ҚМ орынбасарларынан түсетін өтінімдер негізінде ҚМ-ның кадр жұмысы мәселелеріне жетекшілік ететін құрылымдық бөлімшесі қабылдау жылдың 25 мамырына дейін қалыптастырады және 30 маусымға дейін Жоғары аттестаттау комиссиясына (бұдан әрі – ЖАК) конкурстық іріктеу және әңгімелесу өткізу үшін ұсынады.

Мемлекеттік органдардан кандидаттардың тізімдерін құрылымдық бөлімше жинақтайды және қабылдау жылының 1 маусымына дейін ҰҚУ-ға жібереді.

Өтеусіз оқуға түсетін кандидаттардың тізімі ақылы оқуға түсушілерден бөлек қалыптастырылады.

56-1. Жедел-стратегиялық және стратегиялық басқару деңгейіндегі магистратураға оқуға түсетін Қазақстан Республикасының азаматтарын конкурстық іріктеуді ЖАК жүзеге асырады.

ЖАК комиссиясы оқуға қабылдау жылының 10 маусымына дейін кандидаттар тізімін қарайды және кандидаттармен әңгімелесу күнін айқындайды.

Әңгімелесу оқуға түсуші түрде келіп, офлайн режимінде, бірақ 25 маусымнан кешіктірмей өткізіледі.

Өткізілген әңгімелесу нәтижесі бойынша комиссия дауыс беру арқылы конкурстық іріктеуден өткен және оқуға қабылдауға ұсынылған Қазақстан Республикасының азаматтарын айқындайды. Конкурстық комиссияның шешімі ЖАК отырысының хаттамасымен ресімделеді.

Дауыстар саны тең болған кезде ЖАК төрағасының дауысы шешуші болып табылады.

1) жоғары оқу орнынан кейінгі білімінің болуы;

2) бригада (база) командирі, құрама командирі, өңірлік қолбасшылық (әскер тегі) қолбасшысының орынбасары, ҚР ҚМ немесе ҚР ҚК Бас штабы департаменті бөлімінің бастығы, ҚР ҚК түрі басқармасының немесе бас басқармасының бастығы, оларға тең және одан жоғары лауазымдарда кемінде 2 жыл қызмет өткеруі.

58-1. Резидентура бағдарламасы бойынша оқуға түсушілерге қойылатын талаптар:

1) "дәрігер" біліктілігін көрсететін құжаттың болуы;

2) қызмет өткеру уақыты кемінде 1 жыл.

59. Барлық басқару деңгейлері бойынша ғылыми және педагогикалық магистратураға алдын ала іріктеуді жоғары білімі, кемінде 2 ғылыми жариялымы немесе бір оқу, оқу-әдістемелік, әдістемелік оқу құралы бар оқуға түсушілер арасынан құрылымдық бөлімше жүзеге асырады.

60. Докторантураға жоғары оқу орнынан кейінгі білімі, кемінде 3 ғылыми жарияланымы немесе 2 оқу құралы бар, оның ішінде мемлекеттік органдардың жұмылдыру қызметкерлері үшін – мемлекеттік органдардың жұмылдыру бөлімшелерінде кемінде 5 жыл жұмыс өтілі бар оқуға түсушілер қабылданады.

61. ҰҚУ бейіні бойынша оқуға түсу емтихандарына шығарылатын пәндер бойынша сұрақтардың үлгілік тізбесін әзірлейді және қабылдау жылының 20 наурызына дейін тапсырыс берушілермен келісуді жүргізеді.

ҰҚУ қабылдау жылының 20 сәуіріне дейінгі мерзімде тапсырыс берушілердің мекенжайына бейіні бойынша оқуға түсу емтихандарына шығарылатын сұрақтардың тізбесін жолдайды.

62. Оқуға түсу емтихандарына дайындалу және тапсыру үшін ҰҚУ-ға түсетін кандидаттарға оқу демалысы беріледі. Оқуға түсушілер ҰҚУ-ға қабылдау жылының 15 маусымынан кешікпей келуге тиіс. Қабылдау жылының 15 – 20 маусымы кезеңінде ҰҚУ-да оқуға түсу емтихандары бойынша консультациялар ұйымдастырылады.

63. ҰҚУ қабылдау комиссиясы осы Қағидаларға 4-қосымшаға сәйкес оқуға түсушілер құжаттарының түпнұсқаларын тексереді.

ҚАЗТЕСТ қазақ тілін меңгеру деңгейін бағалау жүйесі бойынша кемінде В2 деңгейімен қолданыстағы сертификат болған кезде оқуға түсуші мемлекеттік тіл бойынша оқуға түсу емтиханын тапсырудан босатылады.

Резидентура бағдарламалары бойынша оқу үшін оқуға түсу емтихандарын қабылдау үшін тапсырыс беруші денсаулық сақтау саласындағы жоғары және (немесе) жоғары оқу орнынан кейінгі білім беру ұйымының, университеттік ауруханалардың, сондай-ақ резидентура базасы ретінде аккредиттелген ұлттық және (немесе) ғылыми орталықтардың, ғылыми-зерттеу институттарының өкілдерін тартуға құқылы.

65. Әрбір оқуға түсу емтиханын тек бір рет тапсыруға жол беріледі. Алдыңғы емтиханды тапсырмаған оқуға түсуші келесі емтиханға жіберілмейді.

67. Дене шынықтыру дайындығы бойынша емтихан әскери қызметшілер үшін № 195 бұйрыққа сәйкес дене шынықтыру дайындығы бойынша нормативтерді қабылдауды қамтиды және оны дене шынықтыру дайындығы мәселелеріне жетекшілік ететін ҚР ҚК Бас штабы құрылымдық бөлімшесінің өкілдері жүргізеді.

Қабылдау жылының 1 мамырына дейін тапсырыс берушілер ҰҚУ-ға емтихан комиссияларының құрамын бекіту туралы бұйрықтың жобасына енгізу үшін кандидаттарды ұсынады.

Кемінде үш адамнан тұратын емтихан комиссиясының құрамы қабылдау жылының 10 маусымына дейінгі мерзімде Қорғаныс министрінің бірінші орынбасары – ҚР ҚК Бас штабы бастығының бұйрығымен бекітіледі және:

1) магистратураға, резидентураға – профессор-оқытушы құрамы мен тапсырыс беруші өкілдері қатарынан;

2) докторантураға – жоғары оқу орнынан кейінгі білімі бар әскери қызметшілер (қызметшілер) қатарынан, мемлекеттік органдардың жұмылдыру қызметкерлері үшін – жұмылдыру дайындығы саласындағы уәкілетті орган ұсынған жоғары оқу орнынан кейінгі білімі бар Қазақстан Республикасының азаматтары қатарынан қалыптастырылады.

Емтихан комиссияларының хатшылары ҰҚУ профессор-оқытушы құрамынан тағайындалады.

Қабылдау және емтихан комиссияларының жұмысын ұйымдастыру үшін ҰҚУ Қазақстан Республикасының Ұлттық қорғаныс университетінде түсу емтихандарын өткізу тәртібі туралы ережені әзірлейді.

Қабылдау етихандарының нәтижесі бойынша оң балл жинаған оқуға түсушілер қабылдау жоспарына сәйкес басқа ведомстволар үшін бекітілген орындар санын ескере отырып, рейтингіге сәйкес мамандығы бойынша конкурстық іріктеуге жіберіледі және оны қабылдау комиссиясы қабылдау жылының 30 маусымына дейін жүргізеді.

Апелляциялық комиссиялар қабылдау емтихандарының нәтижесімен келіспеген оқуға түсушілердің өтініштерін қарау үшін құрылады.

Апелляцияға өтініш апелляциялық комиссия төрағасының атына қабылдау емтихандарының нәтижесі жарияланғаннан кейін келесі күнтізбелік күні сағат 10.00-ге дейін қабылданады және сол күнтізбелік күні қаралады.

Апелляциялық комиссия апелляцияға әрбір өтініш бойынша жеке жұмыс жасайды. Оқуға түсуші апелляциялық комиссияның отырысына келмеген жағдайда оның апелляцияға берген өтініші қаралмайды.

Апелляциялық комиссияның шешімі комиссия мүшелері жалпы санының басым дауыс беруімен қабылданады. Дауыс саны тең болған жағдайда комиссия төрағасының дауысы шешуші болып табылады. Апелляциялық комиссияның жұмысы комиссия төрағасының және барлық мүшелерінің қолдары қойылған хаттамамен ресімделеді.

Қағидаларға өзгерістер және (немесе) толықтырулар енгізілгенде әскери білім беру мәселесіне жетекшілік ететін құрылымдық бөлімше "цифрлық үкімет" операторына, Бірыңғай байланыс орталығына және көрсетілетін қызметті берушіге тиісті нормативтік құқықтық акт әділет органында мемлекеттік тіркелгеннен кейін 3 (үш) жұмыс күні ішінде осындай өзгерістер және (немесе) толықтырулар туралы ақпаратты жібереді.

Әскери оқу орнынан теріс жауап алғанда "жұмылдыру ресурсының интеграциялық шлюзі" цифрлық жүйесі (бұдан әрі – ИШ) Денсаулық сақтау министрлігіне азаматтың нарко-, псих- және туберкулезге қарсы диспансерлік есепте болуы, сондай-ақ оның соңғы 3 (үш) жылдағы денсаулық жағдайы туралы сұранымды жібереді.

Шешіміне, әрекетіне (әрекетсіздігіне) шағым жасалатын көрсетілетін қызметті беруші шағым түскен күннен бастап үш жұмыс күнінен кешіктірмей оны және әкімшілік істі шағымды қарайтын органға жібереді.

Бұл ретте шешіміне, әрекетіне (әрекетсіздігіне) шағым жасалатын көрсетілетін қызметті беруші, егер ол үш жұмыс күні ішінде шағымда көрсетілген талаптарды толық қанағаттандыратын шешім қабылдаса не өзге де әкімшілік әрекет жасаса, шағымды қарайтын органға шағымды жібермеуге құқылы.

Көрсетілетін қызметті берушінің атына түскен көрсетілетін қызметті алушының шағымы "Мемлекеттік және әлеуметтік жауапкершілігі бар көрсетілетін қызметтер туралы" Қазақстан Республикасының Заңы 25-бабының 2-тармағына сәйкес тіркелген күнінен бастап бес жұмыс күні ішінде қаралуға тиіс.

Шағымды қарайтын органның атына түскен көрсетілетін қызметті алушының шағымы тіркелген күнінен бастап он бес жұмыс күні ішінде қаралуға тиіс.

3. Әскери билет көшірмесі (тек әскери қызметшілер, оның ішінде запастағы, түпнұсқа).

4. Орта (толық) білім туралы аттестат не техникалық және кәсіптік білім алу туралы диплом, негізгі орта білім беру базасындағы Әскери колледж үшін – негізгі орта білімі туралы куәлік (түпнұсқа және көшірме).

5. ҰБТ сертификаты (Әскери колледжге оқуға түсетін және конкурстық іріктеуден өткен мерзімді әскери қызмет өткерген Қазақстан Республикасының азаматтары қоспағанда), ҰБТ-ның 5 пәні бойынша нәтиже – кемінде 50 балл (оның ішінде бір бейінді пән бойынша – кемінде 5 балл және қалған әрбір пән бойынша – кемінде 3 балл).

"Денсаулық сақтау саласындағы есепке алу құжаттамасының нысандарын, сондай-ақ оларды толтыру жөніндегі нұсқаулықтарды бекіту туралы" Қазақстан Республикасы Денсаулық сақтау министрінің міндетін атқарушының 2020 жылғы 30 қазандағы № ҚР ДСМ-175/2020 бұйрығымен (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 21579 болып тіркелген) бекітілген 075/у нысаны бойынша берілген медициналық анықтама (бұдан әрі – 075/у нысаны) және ӘОО-ға келгенге дейін күнтізбелік 30 (отыз) күннен ерте емес жүргізілген медициналық зерттеу нәтижесі:

жалпы қан талдауы;

мерезге микропреципитация реакциясы (микрореакция);

жалпы зәр талдауы;

мұрынның қосалқы қуысының рентгенографиясы;

12 (он екі) бөліктегі электрокардиография тыныштықта (жүктемеден кейін – көрсеткіш бойынша);

кеуде қуысы ағзасын флюорографиялық (рентгенологиялық) зерттеу медициналық куәландыру күніне 3 (үш) айдан кешіктірілмей жүргізіледі;

бруцеллезге қан талдауы (мал шаруашылығында жұмыс істейтін және (немесе) жеке шаруашылықта малы бар);

амбулаториялық пациенттің медициналық картасы;

профилактикалық екпе картасы.

Авиациялық персоналды даярлайтын әскери оқу орнының ұшқыш мамандығына оқуға түсетін кандидаттар медициналық куәландыру басталғанға дейін күнтізбелік 30 (отыз) күннен ерте емес жүргізілген медициналық зерттеу нәтижесін қосымша ұсынады:

физикалық жүктемеден кейінгі 12 (он екі) бөліктегі электрокардиография;

қалқанша безінің, жүрегінің, несеп-жыныс жүйесінің ультрадыбыстық зерттеуі;

қандағы қант деңгейін және В және С гепатитінің маркерін зерттеу;

дыбыстық аудиометрия;

электроэнцефалография.

7. Спорттық разрядты, республикалық не халықаралық жарыста, ағымдағы жылы орындаушылар конкурсында, ағымдағы жылы жалпы білім беретін пәндер бойынша халықаралық олимпиадада, сондай-ақ Президенттік не республикалық жалпы білім беретін пәндер бойынша олимпиадада (конкурстық іріктеуден өткен мерзімді әскери қызмет өткерген Қазақстан Республикасының азаматтары қоспағанда) қол жеткізген жүлделі орынды растайтын құжат (бар болса).

9. Ата-ана құқығының шектелуіне немесе одан айырылуына, ата-анасы хабарсыз кеткен деп танылуына, олар қайтыс болған деп жариялануына, әрекетке қабілетсіз (әрекет қабілеті шектеулі) деп танылуына байланысты жалғыз ата-анасының немесе екеуінің де қамқорлығынсыз қалған жетім балалар мен балалар, сондай-ақ ата-анасының қамқорлығынсыз қалған басқа да жағдайда ата-анасының қамқорлығынсыз қалу фактісін растайтын мынадай құжаттардың біреуінің көшірмесін (салыстырып тексеру үшін түпнұсқа) қосымша ұсынады (конкурстық іріктеуден өткен мерзімді әскери қызмет өткерген Қазақстан Республикасының азаматтары қоспағанда):

ата-анасының қайтыс болуы туралы куәлік;

ата-анасының ата-ана құқығын шектеу немесе одан айыру туралы сот шешімі;

ата-анасы хабарсыз кеткен деп тану, оларды қайтыс болған деп тану немесе әрекетке қабілетсіз (әрекет қабілеті шектеулі) деп тану туралы сот шешімі.

10. Әскери қызмет міндеттерін орындау кезiнде қаза тапқан немесе мүгедек болған, қызмет өткеру уақытында хабарсыз кеткен әскери қызметшiлердiң балалары тұрғылықты жерi бойынша жергiлiктi әскери басқару органынан анықтама (конкурстық iрiктеуден өткен әскери қызмет өткерген Қазақстан Республикасының азаматтары қоспағанда) ұсынады.

11. Арнайы тексеруден өткені туралы анықтама (негізгі орта білім базасындағы Әскери колледжге оқуға түсетін Қазақстан Республикасының азаматтары қоспағанда).

12. Мерзімді әскери қызмет өткерген Қазақстан Республикасының азаматтары қабылдау комиссиясына қосымша әскерде конкурстық іріктеуден өткені туралы сертификат береді.

10.	Қазақстан Республикасының заңдарында белгіленген мемлекеттік қызметті көрсетуден бас тарту үшін негіз	1) Мемлекеттік қызметті көрсету үшін қажетті көрсетілетін қызметті алушының және (немесе) ұсынылған материалдардың, объектілердің, деректер мен мәліметтердің Қазақстан Республикасының нормативтік құқықтық актілерінде белгіленген талаптарға сәйкес келмеуі. 2) Мемлекеттік қызметті көрсету үшін талап етілетін келісу туралы сұрау салуға уәкілетті мемлекеттік органның теріс жауабы, сондай-ақ тексерудің (арнайы тексерудің) теріс қорытындысы. 3) Арнайы тексеруден өту туралы сұрау салуға уәкілетті мемлекеттік органның теріс жауабы. 4) Көрсетілетін қызметті алушыға қатысты белгілі бір мемлекеттік қызметті алуды талап ететін қызметке немесе қызметтің жекелеген түрлеріне тыйым салу туралы заңды күшіне енген сот шешімінің (үкімінің) болуы. 5) Көрсетілетін қызметті алушыға қатысты заңды күшіне енген сот шешімінің болуы, оның негізінде көрсетілетін қызметті алушы мемлекеттік қызметті алуға байланысты арнайы құқықтан айырылған. 6) Мемлекеттік қызмет көрсетуді тоқтата тұру мерзімі өткеннен кейін анықталған кемшіліктердің жойылмауы.
11. 6. Әскери-дәрігерлік сараптама жүргізу қағидаларына сәйкес оқу-жаттығу жиыны басталғанға дейін жүргізілген медициналық куәландыру нәтижесі.

7. Арнайы тексеру үшін қажетті құжаттар (сауалнама, өлшемі 3,5*4,5 фотосурет, жеке куәлік (өзінің және жақын туыстарының) көшірмесі, мемлекеттік құпиялармен жұмыс істеуге қарсы көрсеткіштің болмауы туралы медициналық тексеру нәтижесі (психоневрологиялық және наркологиялық диспансерден).

8. Әскери қызмет өткеру қағидаларына сәйкес "запастағы медицина қызметінің лейтенанты" офицер құрамының алғашқы әскери атағын беру үшін қажетті құжаттар.

9. Спорттық разрядты, республикалық не халықаралық жарыста, орындаушылар конкурсында, ағымдағы жылы жалпы білім беретін пәндер бойынша халықаралық олимпиадада, сондай-ақ ағымдағы жылы жалпы білім беретін пәндер бойынша Президенттік не республикалық олимпиадада жүлделі орынды растайтын құжат (бар болса).

10. Ата-ана құқығының шектелуіне немесе одан айырылуына, ата-анасы хабарсыз кеткен деп танылуына, олар қайтыс болған деп жариялануына, әрекетке қабілетсіз (әрекет қабілеті шектеулі) деп танылуына байланысты жалғыз ата-анасының немесе екеуінің де қамқорлығынсыз қалған жетім балалар мен балалар, сондай-ақ ата-анасының қамқорлығынсыз қалған басқа да жағдайда ата-анасының қамқорлығынсыз қалу фактісін растайтын мынадай құжаттардың біреуінің көшірмесін (салыстырып тексеру үшін түпнұсқа) қосымша ұсынады (конкурстық іріктеуден өткен әскери қызмет өткерген адамдарды қоспағанда):

Интернатураны аяқтағаны туралы куәлік және интернатура бойынша GPA көрсетіп, бір тілде (қазақша/орысша) жазылған транскрипт көшірмесі (транскрипте GPA көрсетілген болмаса, талапкер білім алған ұйымның қолтаңбасы мен мөрі қойылған интернатура бойынша есептелген GPA қоса беріледі) және интернатураның қорытынды мемлекеттік аттестаттауы (ҚМА) нәтижесі (резидентураға түсетіндер үшін) (салыстырып тексеру үшін түпнұсқа).

8. Денсаулық сақтау саласындағы маман сертификатының көшірмесі (резидентураға түсетіндер үшін) (салыстырып тексеру үшін түпнұсқа).

In accordance with Subparagraph 9) of Article 5-1 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education”, I HEREBY ORDER:

1. To approve the Rules for admission to training in military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan that implement educational programs of the appropriate level in accordance with Appendix 1 to this order.

2. To the head of the Department of Education and Science of the Ministry of Defense of the Republic of Kazakhstan:

1) in the manner prescribed by law, send this order to the Ministry of Justice of the Republic of Kazakhstan for state registration;

2) within ten calendar days after state registration, send a copy of this order to periodicals and to the legal information system " Әdіlet " for official publication;

3) after official publication, an order to be posted on the Internet resource of the Ministry of Defense of the Republic of Kazakhstan.

3. To declare invalid some of the orders of the Minister of Defense of the Republic of Kazakhstan in accordance with Appendix 2 to this order.

The rules for admission to training in military educational institutions subordinate
to the Ministry of Defense of the Republic of Kazakhstan that implement educational
programs of the appropriate level

Chapter 1. General Provisions

1. These Rules for admission to training in military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan that implement educational programs of the appropriate level (hereinafter referred to as the Rules) are developed in accordance with the Laws of the Republic of Kazakhstan “On Education”, "“On Defense and Armed Forces of the Republic of Kazakhstan”, “On military service and the status of military personnel” (hereinafter referred to as the Law) and determine the procedure for admission to military educational institutions under the Ministry of Defense of the Republic of Kazakhstan (hereinafter - the Ministry of Defense of the Republic of Kazakhstan (hereinafter - the Ministry of Defense of the Republic of Kazakhstan) ), implementing educational programs of the appropriate level.

2. Admission shall be carried out in accordance with the Recruitment Plan approved by the Ministry of Defense of the Republic of Kazakhstan, drawn up by the structural subdivision of the Ministry of Defense of the Republic of Kazakhstan, which shall oversee issues of military education (hereinafter referred to as structural subdivision) dated March 1, which shall indicate the admission quota, with the exception of admission to educational programs with reduced training terms in related areas of training in military educational institutions subordinate to the Ministry of Defense of the Republic of Kazakhstan that implement educational programs of higher education (hereinafter referred to as military institutes).

2-1. Enrolment under educational programmes with shortened terms of study in related areas of training in military institutes shall be made in line with the enrolment plan approved by the Ministry of Defence of the Republic of Kazakhstan, drawn up by the structural unit by June 1 of the year of enrolment, with due account of the shortage of students enrolled in military institutes in the previous year.

3. Until April 15, the heads of the structural subdivisions of the Ministry of Defense of the Republic of Kazakhstan, the General Staff of the Armed Forces of the Republic of Kazakhstan (hereinafter referred to as the General Staff), Commander-in-Chief of the Armed Forces of the Republic of Kazakhstan (hereinafter referred to as the Armed Forces of the Republic of Kazakhstan), heads of the main departments and departments of the Armed Forces of the Republic of Kazakhstan, as well as state bodies, military personnel and employees of which, in accordance with Article 39-1 of the Law, shall have the right to enter the National University of Defense of the Republic of Kazakhstan, in the interests of which specialists shall be trained (hereinafter referred to as the customers) and heads of military educational institutions (hereinafter referred to as the university) shall submit candidates for admission commissions to the structural subdivision.

The composition of the admission commissions shall be approved by the order of the Minister of Defense of the Republic of Kazakhstan until June 1 of the year of admission.

4. The chairman of the selection committee is the head of the military educational institution.

5. The composition of the admission committee shall consist of the chairman of the committee, his/her deputy, the secretary of the committee and other members of the committee. The number of committee members shall be odd. Decisions shall be made by a simple majority vote of the total number of members of the admission committee.

In case of equality of votes, the vote of the chairman of the admission committee shall be decisive.

6. Meetings of the selection committee are held in accordance with the work plan approved by the chairman of the selection committee and are documented in minutes.

7. In order to ensure the compliance with uniform requirements and to resolve disputes based on the results of competitive selection to protect the rights of applicants, an appeals board shall be created by order of the head of a military educational institution. The appeals board shall consist of an odd number of its members. The composition of the appeals board shall be formed from among the representatives of the military educational institution.

7.1 A person who does not agree with the results of the competitive selection shall submit an application for appeal on the next day after the announcement of the results of the competitive selection. The application shall be considered by the appeals board with the participation of the applicant within one working day from the date of its submission.

The appeals board shall work with each applicant on an individual basis. If an applicant fails to appear at a meeting of the appeals board, his application for appeal shall not be considered.

The decision of the appeals board shall be made by a majority vote of the total number of members of the commission and is made within 1 (one) working day from the date of receipt of the application. In case of equality of votes, the vote of the chairman of the appeals board shall be decisive. The work of the appeals board shall be documented in a protocol signed by the chairman and all members of the commission.

8. To pass the final stage of admission, before June 1 of the year of admission, a rating score calculation table shall be compiled, and approved by the heads of military educational institutions in agreement with the structural unit. The rating score calculation table shall be posted on the Internet resource of a military educational institution and communicated to local military authorities (except for postgraduate education).

The rating score of the applicant shall include the results of professional psychological selection, the results of passing physical training, the score of the UNT result, and the score of the average value of specialized subjects. For applicants for flight specialities - the results of the psychophysiological selection.

Chapter 2. Admission to training in military schools implementing general education programs of general secondary education

9. The Zhas Ulan Republican Schools (hereinafter referred to as the School) shall admit young men - citizens of the Republic of Kazakhstan, not younger than fifteen years old, but not older than sixteen years of age for the year of admission, who have completed 9 (10 - at 12-year education) classes of secondary educational organizations and received a certificate of completion of basic secondary education.

The structural subdivision, before March 1 of the year of admission, shall bring to the local executive body (education administration) information about the planned admission of students to the Schools.

10. Applicants who are fit for study due to health reasons, from August 1 to 5, inclusive of the year of admission, arrive at the School with their parents (legal representatives) and apply for admission to the School with the admission of the documents specified in Appendix 1 to these Rules.

Applicants who have not submitted a full package of documents to the selection committee are not allowed to receive.

11. Admission to the School shall be carried out within the period from August 6 to August 20 inclusive of the year of admission on a competitive basis in 5 (five) stages:

Stage I - professional-psychological selection;

Stage II - testing in mathematics and the language of instruction in the program of basic secondary education;

Stage III – the final medical examination in accordance with the order of the Minister of Defense of the Republic of Kazakhstan dated December 21, 2020 № 716 “On Approval of the Rules for Conducting a Military Medical Examination and the Regulations on the Commissions of a Military Medical Examination in the Armed Forces of the Republic of Kazakhstan” (registered in the Register of State Registration of Regulatory Legal Acts № 21869) (hereinafter referred to as the Rules for the Military Medical Examination);

Stage IV – verification of physical fitness according to the standards according to Appendix 2-1 to these Rules.

Stage V - competitive selection and enrollment.

12. The passage of each stage of admission is allowed once. Applicants who have not passed the previous stage are not allowed to the next stage.

13. Professional and psychological selection of applicants includes checking the level of motivation, stress tolerance, critical and logical thinking, and is carried out by the selection committee in conjunction with the educational and ideological work of the School in coordination with the structural unit. Applicants not recommended according to the results of professional psychological testing are considered not to have passed the stage.

14. Testing in mathematics and the language of instruction is carried out to determine the level of knowledge of applicants.

Test questions in mathematics and the language of instruction are compiled taking into account the program for basic secondary education provided for by the Standard Programs, and comprise 20 questions each. In test questions, 1 question equates to 1 point.

Passing to the next stage is at least 5 points in each subject.

15. The final medical examination of applicants includes determination of eligibility for study at the School for health reasons.

16. Checking the physical fitness of applicants includes the adoption of standards for physical education provided for basic secondary education in accordance with Appendix 2-1 to these Rules. Applicants who score less than 60 points by the total sum of points for all exercises and those who have not scored the minimum points for two standards shall be considered not to have passed the stage.

17. Competitive selection includes compiling a rating of applicants from maximum to minimum rating points and is carried out by the selection committee on August 20 of the year of admission.

The school enrolls applicants in the ranking from the first number to the number corresponding to the number of allocated places according to the recruitment plan. It is allowed to exceed the dialing plan up to 10% of the total.

18. Children of military personnel, subject to the conditions provided for in paragraph 3 of Article 52 of the Law, shall have the right to out-of-competition admission to the School.

19. The decision of the selection committee is announced before 10:00 on August 21 of the year of admission and is posted on the School’s Internet resource, appeals are accepted until 18:00 on August 21.

20. The decision of the admission committee on admission is approved on August 22 of the year of admission by order of the head of the School.

21. Admissions to Schools arrive for training until August 29 of the year of admission.

Chapter 3. Admission to a military educational institution implementing the educational program of technical and vocational education

22. Those citizens (servicemen) who comply with the requirements envisaged in sub-paragraphs 1), 2), 3) of paragraph 1 of Article 39 of the Law may enter the Military College of the Ministry of Defence of the Republic of Kazakhstan, implementing the educational programme of technical and vocational education based on general secondary education (hereinafter - military college based on general secondary education).

Those citizens who satisfy the requirements envisaged in paragraph 2 of Article 39 of the Law may enter the Military College of the Ministry of Defence of the Republic of Kazakhstan, implementing the educational programme of technical and vocational education based on basic secondary education (hereinafter - the military college based on basic secondary education).

23. Applicants shall submit to the admissions commissions of military colleges a package of documents in accordance with Appendix 2 "List of documents for admission to military colleges and military educational institutions implementing higher education programs" to these Rules, or, to obtain the public service "Enrollment as candidates for admission to military educational institutions of the Ministry of Defence of the Republic of Kazakhstan" they shall apply through the web portal of the "electronic government" www.egov.kz (hereinafter - the portal) and submit an application in the form according to Appendix 7 to these Rules for admission to a military college signed with the applicant’s electronic digital signature or verified with a one-time password, provided that the applicant’s mobile number, issued by the mobile operator, is registered and linked to the portal account. The application shall be accompanied by a package of documents in accordance with paragraph 9 of Appendix 2-2.

An official of the military educational institution shall accept the package of documents, register them on the day of arrival of the applicant (an official of the service provider on the day of receipt via the portal); in case the service recipient submits an incomplete package or expired documents, he/she shall refuse to accept the documents.

Applicants who have failed to apply to the admission committees or via the portal with a complete set of documents shall be rejected in the admission process.

24. An applicant to a military college based on general secondary education from among citizens shall, by June 10 of the year of admission, submit an application to the local military administration body at the place of residence or through the portal, using the application form provided in Appendix 7 to these Rules, accompanied by the documents specified in paragraph 9 of Appendix 2-2, “List of basic requirements for the provision of the public service”.

The head of the local military administration body shall organise the work and forward the relevant documents of the applicant within 10 (ten) working days after their submission for special verification in line with sub-paragraph 7) of Article 12 of the Law of the Republic of Kazakhstan “On National Security Bodies of the Republic of Kazakhstan” (hereinafter - the Law on the National Security Bodies of the Republic of Kazakhstan).

For those applying via the portal, the relevant documents shall be forwarded by the military college on the basis of general secondary education for special inspection in line with sub-paragraph 7) of Article 12 of the Law on NSB RK.

If the service recipient provides a complete package of documents, a notification about the acceptance of documents for inclusion in the list of candidates in the form according to Appendix 7-1 to these Rules shall be sent to the service recipient’s “personal account”.

From the moment of their receipt the service provider shall examine the completeness of the documents filed, in case of incompleteness it shall send a notification to the service recipient on the missing document in the personal cabinet on the portal within 3 (three) working days.

In case of failure to present the missing document within 5 (five) working days, the service provider shall prepare a motivated refusal in further processing of the application, which shall be sent in the form of an electronic document to the applicant in the personal cabinet on the portal.

In the case of filling in the full set of documents by the service-recipient, the service-recipient shall be notified in the personal cabinet of the acceptance of documents for enrolment in the lists of candidates.

The service provider shall refuse to render a state service on the grounds envisaged by paragraph 10 of Appendix 2-2 “List of Basic Requirements for Rendering a State Service”.

Enrollees who have passed a special test, have a document on education, being fit to study, shall arrive at the military college based on general secondary education by July 31 of the year of enrolment inclusive.

Those who apply via the portal shall arrive at the military college as per the notification received in the personal account.

25. An applicant from among servicemen who enters a military college based on general secondary education shall file an appropriate report to the commander of the military unit by May 10 of the year of enrolment.

In respect of a serviceman who has expressed a desire to enrol in a military college based on general secondary education, the commander of the military unit shall organise the work and send the relevant documents of the enrollee within ten (10) working days after their submission for special verification under the Law on the NSB of the RK.

Enrollees who have passed a special test, having a document on education, who are fit to study, shall arrive at the military college based on general secondary education by July 31 of the year of enrolment inclusive.

Those who apply via the portal shall arrive at the military college based on general secondary education as per the notification received in the personal cabinet.

26. The enrollee from among the graduates of the School and Arystan Specialised Lyceum for enrolment in the Military College based on general secondary education up to and including May 10 of the year of enrolment shall submit an application to the head of the educational organisation where the enrollee studies.

Heads of the School and Arystan Specialised Lyceum shall organise the work and forward the relevant documents of the applicant within 10 (ten) working days after their receipt for special verification under the Law on NSB RK.

Graduates who have passed a special test and are fit for studies shall be eligible for the commission established by the Ministry of Defence of the Republic of Kazakhstan to take professional-psychological testing and physical training standards at the schools and Arystan Specialised Lyceum.

Graduates of schools and Arystan Specialised Lyceum, who have passed professional-psychological selection and passed physical training standards having a document on education, shall arrive at the military college based on general secondary education by August 5 of the year of enrolment for final health examination and enrolment.

26-1. An enrollee to the military college based on basic secondary education, shall arrive at the military college based on basic secondary education with his/her lawful guardians between August 1 and 5 inclusive of the year of enrolment and apply for enrolment.

The military college based on basic secondary education shall deny enrolment to an applicant who does not satisfy the following requirements:

1) recognized by the court as incapable or partially incapacitated;

2) has a disease that prevents the performance of military service duties in accordance with the conclusion of the military medical commission;

3) has a criminal record that has not been canceled or not removed in the manner prescribed by law;

4) previously convicted or released from criminal liability for committing a crime on the basis of paragraphs 3), 4), 9), 10) and 12) of part one of Article 35 or Article 36 of the Criminal Procedure Code of the Republic of Kazakhstan (hereinafter referred to as the CPC RK);

5) committed a corruption crime;

6) has not passed a psychophysiological or polygraph examination for positions, the list of which is approved by the head of the authorized body, or a medical examination;

7) has been convicted of a criminal offense within three years prior to entry into service for a criminal offense or who, within three years prior to entry into service, has been released from criminal liability for a criminal offense on the basis of paragraphs 3), 4), 9), 10) and 12) of part one of Article 35 or Article 36 of the CPC RK;

8) has not passed the background and security check and (or) who deliberately misrepresent information about himself or his close relatives (parents, children, adoptive parents, adopted, full and half brothers and sisters, grandfathers, grandmothers, grandchildren) or about the spouse and her (his) close relatives;

9) has not fulfilled the standards for physical training, approved by the head of the authorized body;

10) committed a crime as part of a criminal group;

11) in whose relation the criminal case on a crime as part of a criminal group was terminated by the criminal prosecution body or the court on the basis of paragraphs 3), 4), 9), 10) and 12) of part one of Article 35 or Article 36 of the CPC RK until the expiration of the lower limit of punishment in the form of deprivation of liberty, provided for by the relevant article of the Special Part of the Criminal Code of the Republic of Kazakhstan.

27. During the admission period, applicants with general secondary education shall be accommodated on the territory of the military college; applicants with basic secondary education shall be accommodated on the territory of the military college with the permission of their legal representatives and shall be provided with meals according to the supply standards for food, feed, equipment, dining and kitchen utensils, and equipment of the food service of the Armed Forces of the Republic of Kazakhstan for peacetime, approved by order of the Minister of Defence of the Republic of Kazakhstan dated June 18, 2015 № 353 (registered in the Register of state registration of regulatory legal acts under № 11844) (hereinafter - supply standards).

28. Admission of citizens and servicemen to military colleges shall be carried out within the period from August 1 to August 20 20 at the following stages:

Stage I – professional-psychological selection;

Stage II - the final medical examination in accordance with the Rules for the Military Medical Examination;

Stage III - verification of physical fitness;

Stage IV - competitive selection and enrollment.

29. The passage of each stage of admission is allowed once. Applicants who have not passed the previous stage are not allowed to the next stage.

30. The professional and psychological selection of applicants shall include checking the level of motivation, stress resistance, critical and logical thinking, and shall be carried out by the admission committees along with the departments of educational and ideological work of military colleges in agreement with the structural unit. Applicants who are not recommended based on the results of professional psychological testing shall be considered not to have passed the stage.

31. The final medical examination of applicants shall include determining the fitness for training in military colleges for health reasons and shall be carried out by a medical board created in accordance with the Rules for the Military Medical Examination.

32. The test of physical fitness of enrollees shall include passing norms on physical training:

1) for a military college based on general secondary education - as per the order of the Minister of Defence of the Republic of Kazakhstan № 195 of May 5, 2014 “On Approval of Physical Fitness Standards in the Armed Forces of the Republic of Kazakhstan” (recorded in the Register of State Registration of Regulatory Legal Acts under № 9518) (hereinafter - Order № 195);

2) for the military college based on basic education - following the standards as per Appendix 2-1 “Physical Fitness Standards for Entry to Schools and Military Colleges Based on Basic Secondary Education” hereto.

Civilian youth applicants who scored less than 60 points in the sum of points for all exercises and who have failed to achieve the minimum scores for two norms shall be deemed to have failed the stage.

33. Competitive selection shall be carried out by the admission committees on August 20 of the year of admission and includes the compilation of a rating of points coming from maximum to minimum. The rating shall be drawn up in the protocols of the admission committees of military colleges in the form, according to Appendix 3 to these Rules (hereinafter referred to as the Protocol).

The military colleges enroll applicants in the ranking from the first number to the number corresponding to the number of allocated student spaces according to the recruitment plan. It is allowed to exceed the recruitment plan up to 10% of the total.

Decisions of the admission committees shall be announced by 10:00 am on August 21 of the year of admission and shall be posted on the Internet resource, and shall be approved on August 23 by orders of the heads of military colleges. Applications for appeal shall be accepted until 11:00 am on August 22.

34. When conducting a competition for admission to military educational institutions, the individuals specified in paragraph 1 of Article 39 of the Law have the preemptive right, subject to successful completion of all stages of competitive selection.

35. An applicant admitted to study at the Military college on the basis of general secondary education shall enter into a contract for military service with the head of the Military college on the basis of general secondary education.

A student at the Military college based on basic secondary education, upon transferring to the third year of study, shall enter into a contract for military service with the head of the Military college based on basic secondary education, at which the student is enrolled.

A contract for military service shall be concluded in the form approved by the order of the Minister of Defense of the Republic of Kazakhstan dated January 29, 2018 № 36dsp “On approval of standards forms of a contract for military service and representation, as well as forms of an attestation sheet” (registered in the Register of State Registration of Regulatory Legal Acts under № 16594).

      36. The personnel department of the military college based on general secondary education shall forward extracts from the order on enrolment to local military authorities and military units within five (5) working days after enrolment.

36-1. Applicants admitted to study at Military colleges on the basis of basic secondary education shall arrive for training before August 29 of the year of admission.

Chapter 4. Admission to military schools implementing educational programs of higher education

37. In accordance with subparagraphs 1), 2) and (3) of paragraph 1 of the Article 39 of the Law, as well as graduates of the military college, citizens enter military institutes for training in educational programs with reduced training periods.

38. Applicants shall submit to the admissions commissions a package of documents for admission to military institutes, in accordance with Appendix 2 “List of documents for admission to military colleges and military educational institutions implementing higher education programs” to these Rules, or shall submit an application through the portal in the form according to Appendix 7 to these Rules, with the attachment of documents in accordance with paragraph 9 of Appendix 2-2 “List of basic requirements for the provision of a public service”.

Applicants who have not submitted a full package of documents are not allowed to receive.

39. Citizens applying for admission to a military institute by June 10th inclusive of the year of admission shall submit an application addressed to the head of the local military command body at their place of residence, or through the portal addressed to the head of the university, using the form in accordance with Appendix 7 to these Rules, with attached documents in accordance with paragraph 9 of Appendix 2-2 “List of basic requirements for the provision of a public service”.

The head of the local military administration shall organise the work on the special inspection pursuant to the Law on the NSB of the RK.

For citizens applying via the portal, the relevant documents shall be forwarded by the HEI and the result shall be sent to the HEI pursuant to sub-paragraph 7) of Article 12 of the Law on the NSB of the RK.

When applying via the portal, the status of acceptance of the request for the state service, as well as a notification showing the date and time of receipt of the result of the state service shall be sent to the recipient of the service in the personal cabinet.

From the moment of their receipt the service provider shall examine the completeness of the documents received, in case of incompleteness it shall notify the service recipient about the missing document in the personal cabinet on the portal within 3 (three) working days.

Should the missing document not be presented within 5 (five) working days, the service provider shall draw up a motivated refusal to further examine the application, which shall be sent in the form of an electronic document to the applicant in the personal cabinet on the portal.

If the service recipient provides a complete package of documents, the service recipient will be notified in their “personal account” about the acceptance of documents for inclusion in the list of candidates in the form according to Appendix 7-1 to these Rules.

Should the service recipient submit a complete set of documents, the service recipient shall be notified in the personal cabinet on the acceptance of documents for admission to the lists of candidates.

The service provider shall refuse to render the state service on the grounds envisaged by paragraph 10 of Appendix 2-2.

Citizens who have passed a special check, shall fit for health reasons for training, who have scored at least 50 points in 5 UNT subjects (including at least 5 points in one of the specialized subjects and at least 3 points in each of the other subjects) shall arrive at a military institute to submit documents in the period dated July 15 to July 31 inclusive year of admission.

Applicants who apply via the portal shall arrive at the military institute as per the notification received in their personal cabinet.

40. During the admission period, applicants are placed on the territory of the military institute and are provided with food according to the supply standards.

41. An applicant from among servicemen for enrolment in a military institute shall file an appropriate report to the commander of the military unit by May 10 of the year of enrolment.

The commander of a military unit, in relation to a serviceman who has expressed a desire to enter a military institute, shall organize work on a special check in accordance with the Law on the NSA of the RK of the Republic of Kazakhstan and shall send the serviceman to the UNT reception points at the place of service. A serviceman who passed a special check, scored at least 50 points in 5 UNT subjects (including at least 5 points for one of the profile subjects and at least 3 points for each of the other subjects) shall be sent on study leave in accordance with paragraph 135 of the Rules for military service in the Armed Forces, other troops and military formations of the Republic of Kazakhstan, approved by the Decree of the President of the Republic of Kazakhstan dated May 25, 2006 No. 124 (hereinafter referred to as the Rules of Military Service) indicating the date of arrival at a military institute no later than July 31 of the year of admission.

For servicemen applying via the portal, a special inspection shall be organised by the HEI in compliance with the Law on NSB RK and the result shall be sent to the HEI.

Those who apply via the portal shall arrive at the military institute as per the notification received in the personal cabinet.

Military personnel arriving for enrolment shall be accommodated at the military institute and fed pursuant to supply rates.

41-1. Applicants from among citizens who have completed (are completing) compulsory military service and have expressed a desire to enroll in military educational institutions no later than one year from the date of completion of compulsory military service or during the period of military service and who have not reached the age of 24 (twenty-four) years in the year of admission (in accordance with subparagraph 2) of paragraph 1 of Article 39 of the Law), by June 10 of the year of admission inclusive, shall submit an application to the head of the local military command body at the place of residence, the unit commander, or through the portal using the form in accordance with Appendix 7 to these Rules with the attachment of documents in accordance with paragraph 9 of Appendix 2-2 "List of basic requirements for the provision of a public service".

The head of the local military administration body, the commander of the unit shall organise the work on special inspection in compliance with the Law on the NSB of the RK.

For those citizens applying via the portal, a special verification shall be organised by the HEI under the Law on the NSB of the RK and the result shall be sent to the HEI.

By July 31 of the year of enrolment, those citizens who have passed a special test and are medically fit for studies shall arrive at a military educational institution to deliver their documents and undergo a final health examination.

Those who apply via the portal shall arrive at the military institute as per the notification received in the personal cabinet.

Enrolment in higher education institutions of the Ministry of Defence of the Republic of Kazakhstan shall be based on the results of competitive selection in military units of the Armed Forces, other troops and military formations of the Republic of Kazakhstan.

42. Until May 10 of the year of enrolment, graduates of the school and Arystan Specialised Lyceum, who have expressed a desire to enter military institutes, shall apply with a relevant application to the head of the educational organisation where they study, or via the portal enclosing documents as per paragraph 9 of Appendix 2-2 “List of Basic Requirements for Rendering the State Service”.

The head of the school and Arystan Specialised Lyceum shall organise the work on:

1) special verification;

2) passing professional-psychological testing;

3) passing norms on physical training;

4) passing the UNT.

In this case, the commission established in the Ministry of Defence of the Republic of Kazakhstan shall be in charge for taking professional-psychological testing and physical training norms at the schools and Arystan Specialised Lyceum.

Graduates of Schools and specialized lyceum "Arystan," who passed a special check, fit for health reasons, passed professional psychological testing and standards for physical training, who scored at least 50 points according to the results of UNT (including at least 5 points for one of the profile subjects and at least 3 points for each of the other subjects), shall arrive at the military institutes on July 31 of the year of admission to undergo a final medical examination.

Those who apply via the portal shall arrive at the military institute based on the notification received in the personal cabinet.

42-1. By 6 p.m. of the following day, graduates of military colleges who have expressed a desire to enrol in military institutes (hereinafter referred to as military college graduates), after passing the state examination, shall submit an appropriate report to the head of the military college, after that they shall be permitted to take part in the competitive selection by the commission established by the order of the head of the military college. The work of the commission on conducting the competitive selection shall be completed on the next day, after the graduates have submitted their reports.

The competitive selection process shall involve ranking military college graduates from the maximum to the minimum ranking score, based on the results of final certification and grade point average in all academic disciplines.

Military college graduates ranked from number one to the number matching the number of allocated places in the enrolment plan shall be selected for enrolment in military institutes.

The rating shall be drawn up by the protocol of the competitive commission on the results of the competitive selection of the military college graduates and approved by the head of the military college. The results of the competitive selection process shall be uploaded to the military college website and directed to the military institutes by 10.00 a.m. of the next day, after the commission's work is completed.

42-2. Pursuant to paragraph 93 of the Rules of Military Service in the Armed Forces, Other Troops and Military Formations of the Republic of Kazakhstan, approved by Decree of the President of the Republic of Kazakhstan № 124 of May 25, 2006, graduates of military colleges who have passed the state examinations and have successfully passed the competitive selection process shall be awarded the military rank of ‘junior sergeant’ and enrolled according to the order of the head of the military institute.

43. Citizens and servicemen shall be enrolled in military institutes from August 1 to 20 in the following stages:

Stage I - professional and psychological selection;

Stage II - final medical examination in accordance with the Rules for conducting a military medical examination.

For applicants for flying specialities in accordance with the order of the Minister of Defense of the Republic of Kazakhstan dated December 22, 2020 № 721 "On approval of the requirements for the state of health of persons for service in the state aviation of the Republic of Kazakhstan" (registered in the State Register of Normative Legal Acts under № 21860) (hereinafter referred to as Order № 721);

Stage III - physical fitness test;

Stage IV - competitive selection (for applicants for flight specialities, professional-psycho-physiological selection) and enrollment.

43-1. Graduates of military colleges shall enter military institutes based on the results of passing the final certification.

44. The passage of each stage of admission is allowed once. Applicants who have not passed the previous stage are not allowed to the next stage.

45. The professional and psychological selection of applicants includes checking the level of motivation , stress tolerance, critical and logical thinking, and is carried out by the selection committee together with the educational and ideological work department of the military institute in coordination with the structural unit. Applicants not recommended according to the results of preliminary professional psychological testing are considered not to have passed the stage.

46. The final medical examination of applicants includes a determination of eligibility for training at a military institute for health reasons and is carried out by a medical commission established in accordance with the Rules for Military Medical Examination.

47. Checking the physical fitness of applicants shall include the adoption of standards for physical training in accordance with the Order № 195.

Applicants from among the civilian youth who scored less than 60 points in terms of the sum of points for all exercises and did not score the minimum points for two standards shall be considered not to have passed the stage.

48. Competitive selection shall be conducted by the admission committee on August 20 of the year of enrolment and shall include the compilation of a ranking of applicants' scores from maximum to minimum. The rating shall be drawn up in the protocol of the admission committee of the military institute.

49. Applicants who are in the ranking from the first number to the number corresponding to the number of allocated places according to the recruitment plan are enrolled in military institutes. It is allowed to exceed the dialing plan up to 10% of the total.

50. When conducting a competition for admission to military institutions, the persons specified in paragraph 1 of Article 39 of the Law have the preemptive right, subject to successful completion of all stages of competitive selection.

51. The decision of the admission committee shall be announced before 10.00 am on August 6 of the year of admission and posted on the Internet resource of the military institute, applications for appeal shall be accepted until 10.00 am on August 7.

The decision of the admission committee on enrollment shall be approved on August 8 of the year of admission by order of the head of the military institute.

51-1. Military college graduates shall be enrolled in the military institute based on the protocol of competitive selection of graduates of the military college by the order of the head of the military institute upon their arrival at the military institute.

52. A citizen (serviceman) enrolled in training at a military institute, concludes a contract for military service with the head of the military institute.

53. The personnel department of a military institute within 5 working days after enrollment in a military institute shall send extracts from the enrollment order to local bodies of military command and military units.

Chapter 4-1. Enrolment in military internship

53-1. Enrolment in the military internship shall be made from among the graduates of medical universities, who entered the studies up to 2021 inclusive, have a bachelor's degree in “General Medicine”, “Dentistry” majors, who have completed the military training course at the military department (hereinafter - graduates of medical universities).

53-2. Every year, the structural unit shall notify the heads of the military departments of medical universities of the amount of quota allocated for the training of military interns.

53-3. Heads of military departments of medical universities shall organise propaganda and awareness-raising work among graduates of medical universities to inform them of the norms of legislation for enrolment in military internships.

A graduate of a medical university who has expressed a desire to enrol in a military internship shall file a report (in an arbitrary form) to the head of the military department of the medical university.

The head of the military department of a medical university shall organise a physical fitness test of a medical university graduate who has expressed a desire to enrol in a military internship, based on the standards set out by order № 195.

The results of the physical fitness test shall be drawn up in a statement as per the Rules of Physical Training in the Armed Forces of the Republic of Kazakhstan, approved by Order № 438 of the Minister of Defence of the Republic of Kazakhstan on August 10, 2017 (recorded in the Register of State Registration of Regulatory Legal Acts under № 15729).

53-4. The head of the military department shall draw up a personal file for graduates of a medical university who have successfully completed the physical fitness test, with a list of documents enclosed, as per Appendix 3-1 “List of Documents in the Personal File” hereto.

The personal file shall be additionally accompanied by the documents required for awarding the first military rank of officer “Lieutenant of the Medical Service of the Reserve”, pursuant to the Rules of Military Service.

The formed personal file of a medical university graduate shall be forwarded to the structural unit of the Armed Forces of the Republic of Kazakhstan in charge of military-medical support (hereinafter referred to as the Chief Military Medical Directorate (CMMD).

53-5. To implement the competitive selection of medical school graduates for military internship, a commission of an odd number of members and a secretary (hereinafter referred to as the CMMD commission) shall be established in the CMMD.

The CMMD commission shall organise the work and forward the appropriate documents of a medical university graduate for special verification in line with the Law on NSB of the RK.

53-6. Upon receipt of the results of the special verification, graduates of medical universities shall be selected for a military internship by the CMMD commission on a competitive basis, based on the average grades for the entire period of study (with allowance for marks for practical training) and the results of the physical fitness test.

Competitive selection shall include a ranking of scores entering from the maximum to the minimum, which shall be formalised in the protocol of the CMMD commission with one of the following decisions: “selected for military internship”, “rejected”.

Medical university graduates who are in the ranking from the first number to the number matching the number of allocated places by quota number shall be selected for enrolment to the military internship. It shall be permitted to exceed the quota up to 10 per cent of the total amount.

When conducting a competition for admission to military institutions, the persons specified in paragraph 1 of Article 39 of the Law have the preemptive right, subject to the successful completion of all stages of the competitive selection.

The secretary of the CMMD commission shall inform each medical university graduate who applied for enrolment in the military internship by electronic message, the protocol of the CMMD commission shall be posted on the Internet resource of the Ministry of Defence of the Republic of Kazakhstan.

53-7. The protocol of the CMMD commission and personal files of the medical university graduates selected for the military internship shall be forwarded to the structural unit of the Ministry of Defence of the Republic of Kazakhstan supervising the issues of personnel work for awarding the first military rank of officers “lieutenant of the medical service of the reserve” as per the Rules of Military Service.

Personal files of medical university graduates who have failed to pass the competitive selection process shall be returned to the military departments.

53-8. Following the issuance of the order of the Minister of Defence of the Republic of Kazakhstan on awarding the first military rank of an officer, the structural unit of the Ministry of Defence of the Republic of Kazakhstan in charge of personnel issues shall forward to the military institute an extract from the order and personal files of medical university graduates selected for military internship.

53-9. Upon receipt of personal files of medical university graduates selected for military internship, the military institute shall notify them of the need to arrive at the military institute by July 29 of the year of admission for enrolment.

A medical university graduate enrolled in a military institute shall enter into a contract on military service with the head of the military institute for the period of studies in the military internship and for ten years of military service after its completion.

Within 7 (seven) working days after enrolment in the military institute, the personnel department (personnel division) of the military institute shall forward extracts from the order of enrolment to the local military authorities where the graduate of the medical university is registered for military service.

Chapter 5. Admission to military schools implementing educational programs of postgraduate education

54. The National Defence University of the Republic of Kazakhstan (hereinafter referred to as NDU) shall enrol persons as specified in Article 39-1 of the Law.

55. The heads of structural subdivisions of the Ministry of Defense of the Republic of Kazakhstan, the General Staff, the commanders of the types of the Armed Forces of the Republic of Kazakhstan, the commanders of the general of the Armed Forces of the Republic of Kazakhstan, the heads of the main departments and departments of the Armed Forces of the Republic of Kazakhstan shall conduct a preliminary selection of candidates, their professional and psychological testing and consideration at meetings of certification commissions.

The lists of selected candidates shall be sent to the structural subdivision of the Ministry of Defense of the Republic of Kazakhstan, which shall oversee personnel issues, until April 1 of the year of admission.

The preliminary selection and admission to the faculty of the "Military Diplomatic Academy" of the NDU in the specialty "Analytical work in military affairs" shall be carried out by military unit 14776.

Preliminary selection of candidates from the number of military personnel and employees of state bodies shall be carried out by the relevant state bodies, while the selection of candidates from the number of employees of mobilization subdivisions of state bodies shall be carried out by the authorized body in the field of mobilization training. Lists of selected candidates shall be sent to the Ministry of Defense of the Republic of Kazakhstan by May 20 of the year of admission.

56. Lists of candidates from the Armed Forces of the Republic of Kazakhstan who shall apply for training at the master's degree in operational tactical level and doctoral studies of the NDU shall be formed by the structural subdivision of the Ministry of Defense in charge of personnel work and shall be approved by the First Deputy Minister of Defense - Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan by May 1 of the year of admission on the basis of the Recruitment Plan.

After approval, the lists for the master's degree in operational tactical level and doctoral studies shall be sent to the NDU for entrance exams.

Lists of candidates from the Armed Forces of the Republic of Kazakhstan who enter the magistracy of the NDU at the operational-strategic and strategic levels shall be formed by May 25 of the year of admission by the structural subdivision of the Ministry of Defense, which oversees personnel issues on the basis of applications from deputies of the Ministry of Defense of the Republic of Kazakhstan in areas and by June 30 shall be submitted to the Higher Attestation Commission (hereinafter referred to as the HAC) for competitive selection and interview.

Lists of candidates from state bodies shall be summarized by the structural subdivision and sent to the NDU by June 1 of the year of admission.

56-1. The competitive selection of persons entering the master's program of the operational-strategic and strategic levels of management shall be carried out by the Higher Attestation Commission.

Until June 10 of the year of admission, the HAC commission shall review the lists of candidates and determine the date for the interview with candidates.

The interview shall be conducted offline, with the arrival of applicants, but no later than June 25.

Based on the results of the interview, the commission shall determine by voting the persons who have passed the competitive selection and are recommended for admission. The decision of the competition commission shall be documented in the minutes of the meeting of the Higher Attestation Commission.

In case of an equal number of votes, the vote of the chairman of the HAC shall be decisive.

57. Requirements for those entering the specialized magistracy in the operational-tactical level of management:

1) the presence of higher education and at least 2 years of service in the positions of deputy battalion commander, he is equal and higher, for mobilization employees of state bodies - at least 2 years of experience in mobilization units of state bodies;

2) for individual specialties with a diploma with honors of higher education and at least 1 year of service.

58. Requirements for applicants for specialized magistracy at strategic and operational-strategic levels of management:

1) the availability of postgraduate education;

2) at least 2 years of service in the positions of brigade commander (base), commander of a compound, deputy commander of a regional command (branch of the armed forces), head of a department department of the Ministry of Defense of the Republic of Kazakhstan or the General Staff of the Armed Forces of the Republic of Kazakhstan, head of the department of the type of troops or the main department of the Armed Forces of the Republic of Kazakhstan, equal and higher;

58-1. Requirements for applicants for studies under residency programmes:

1) possession of a document specifying the qualification “physician”;

2) at least 1 year of service.

59. Preliminary selection for scientific and pedagogical magistracy at all levels of management is carried out by a structural unit among applicants with higher education, at least 2 scientific publications or one teaching, educational, methodological manual.

60. Applicants with postgraduate education shall be admitted to doctoral studies, at least 3 scientific publications or 2 textbooks, including for mobilization employees of state bodies - at least 5 years of experience in mobilization units of state bodies.

61. The NUD shall develop a tentative list of questions on the disciplines submitted for entrance examinations in the profile, and until March 20 of the year of admission, they shall agree with the customers.

By April 20 of the year of admission, the NUD shall send to the customers a list of questions submitted for entrance exams in the profile.

62. Candidates entering the NUD to prepare for and pass entrance examinations shall be granted study leave. The arrival of applicants to the NUD - no later than June 15 of the year of admission. From 15 to 20 June of the year of admission to the NUD, consultations on entrance examinations shall be organized.

63. The selection committee of the NUD checks the originals of the documents received, in accordance with Appendix 4 to these Rules.

64. Admission to the NDU shall be carried out on the basis of entrance exams:

1) to the magistracy:

by profile;

physical training (for civilian personnel - in a foreign language);

by state language;

2) to doctoral studies:

by profile;

in a foreign language;

by state language;

3) for training in residency programs - in the profile of the specialty of residency;

4) for training under distance learning programs:

by profile;

in a foreign language;

on the state language.

In the presence of a valid certificate according to the system for assessing the level of proficiency in the Kazakh language KAZTEST with a level of at least B2, the applicant shall be exempted from passing the entrance exam in the state language.

To take entrance exams for training under residency programs, the customer has the right to involve representatives of the organization of higher and (or) postgraduate education in the field of health care, university hospitals, as well as in national and (or) scientific centers, research institutes accredited as residency bases.

65. Each entrance exam shall be allowed only once. Candidates entering the NUD who has not passed the previous exam shall not be allowed to the next exam.

66. The chairman of the admission committee until June 15 of the year of admission shall approve the schedule for passing entrance exams in the period from June 20 to 30 of the year of admission inclusive.

67. The physical training exam shall include the acceptance of physical training standards for servicemen, in accordance with Order № 195, and shall be conducted by representatives of the structural subdivision of the General Staff of the Armed Forces of the Republic of Kazakhstan, which shall oversee physical training issues.

68. Profile examination programmes shall include a List of questions and shall define the examination procedure and assessment criteria for applicants.

Exam tickets shall be formed by profile exam boards.

Until May 1 of the year of admission, customers submit candidates to the NDU for inclusion in the draft order on approval of the composition of examination commissions.

The composition of the examination commissions shall be approved by the order of the First Deputy Minister of Defense - Chief of the General Staff of the Armed Forces of the Republic of Kazakhstan by June 10 of the year of admission, consisting of at least three people, and the following shall be formed:

1) master's degree, residency - from among customer representatives;

2) doctoral studies - from among military personnel (employees) with postgraduate education, for mobilization employees of state bodies - from among persons with postgraduate education represented by the authorized body in the field of mobilization training.

Secretaries of examination boards shall be appointed from among the faculty of the NDU.

To organize the work of the reception and examination committees, the NDU shall develop the Regulation on the procedure for conducting entrance exams at the National University of Defense of the Republic of Kazakhstan.

69. Applicants who have scored positive points based on the results of entrance examinations shall be allowed to compete in the speciality, taking into account the approved number of places for other departments, according to the recruitment plan, in accordance with the rating and shall be carried out by the admission committee until June 30 of the year of admission.

69-1. Competitive selection of applicants to the residency programme shall be based on a summative estimation of the results of studies in the internship (GPA), final state certification (FSC) of the internship and entrance examination in the speciality.

70. Upon admission to doctoral studies using distance learning of candidates from among the leadership of the Ministry of Defense (Deputy Ministers of Defense, Chief of the General Staff) and NUD (Chief and his deputies), representatives of third-party organizations with postgraduate education and work experience are additionally included in the examination committee in the field of defense and military security for at least five years.

70-1. During the period of work of the admission committee, an appeal committee shall be created in the NUD. The composition of the appeal committee shall be approved by the Order of the head of the NUD.

Appeals commissions shall be created to consider applications from applicants who disagree with the results of entrance examinations.

An application for appeal shall be submitted to the chairman of the appeal commission before 10.00 am on the next calendar day after the announcement of the results of the entrance exams and shall be considered on the same calendar day.

The Appeal Commission shall work on each application for appeal on an individual basis. If an applicant does not appear at the meeting of the appeal commission, his/her application for appeal shall not be considered.

The decision of the appeal committee shall be made by a majority vote of the total number of members of the commission. In case of equality of votes, the vote of the chairman of the commission shall be decisive. The work of the Appeal Commission shall be documented in a protocol signed by the Chairman and all members of the Commission.

71. Excluded by the order of the Minister of Defense of the RK dated 28.07.2020 № 353 (shall enter into force upon expiry of ten calendar days after the day of its first official publication).

72. NUD shall enrol applicants who are ranked in the speciality from the first number to the number corresponding to the number of places allocated for the speciality according to the recruitment plan, taking into account the distribution of places by various departments.

The decision of the admission committee shall be announced before 10:00 am on July 1 of the year of admission and is posted in the NUD building in places accessible to the public.

73. Based on the decision of the admission committee on enrollment and the decision of the Higher Attestation Commission, the structural unit of the Ministry of Defense of the Republic of Kazakhstan, is in charge of personnel work issues, until August 1 of the year of admission, shall issue an order of the Minister of Defense of the Republic of Kazakhstan on enrollment in the NUD.

73-1. A serviceman enrolled for training in the NDU shall enter into a contract on military service with the head of the NDU:

1) for a master's degree, doctoral programme, adjuncture - for the period of studies and for five years of military service after graduation from a military educational institution or until the age limit for military service is reached;

2) for a residency (clinical residency) - for ten years of military service after graduation from a military educational institution or until the age limit for military service is reached.

74. In the case of the same indicators, during the competition for admission to the NUD, the persons who scored the highest score in the profile exam shall have the priority right.

75. Pursuant to sub-paragraph 11) of paragraph 2 of Article 5 of the Law of the Republic of Kazakhstan “On State Services” and pursuant to order № 452 of the Acting Minister of Transport and Communications of the Republic of Kazakhstan of June 14, 2013 “On Approval of the Rules for Entering Data into the Information System for Monitoring the Delivery of State Services on the Stage of Delivery of State Services”, recorded in the Register of State Registration of Normative Legal Acts under № 8555) the service provider shall ensure that data is entered into the information system for monitoring the delivery of state services on the stage of delivery of the state service.

In the event of amendments and (or) additions to the Rules, the structural unit in charge of military education issues shall forward information to the operator of the ‘e-government’ information and communication infrastructure, the Unified Contact Centre and the service provider on such amendments and (or) additions within 3 (three) working days after the relevant regulatory legal act is registered with the justice authorities.

Should a negative response be received from a military educational institution, the integration gateway of mobilisation resources information system (hereinafter referred to as IG) shall request the Ministry of Health on the citizen's status in drug, psycho-, and anti-tuberculosis dispensary registration, as well as his/her health status for the last 3 (three) years.

76. If grounds for refusal specified in paragraph 10 of the List are identified, the service provider employee shall send a notice of refusal to provide the public service to the service recipient’s “personal account” in the form according to Appendix 7-2 to these Rules.

Should the service provider refuse to render the service, the service recipient shall be notified in advance on the refusal to render the service, as well as the time and venue (method) of the hearing in order to give the service recipient an opportunity to express his/her position on the preliminary decision.

77. A notification of the hearing shall be submitted at least 3 (three) working days prior to the end of the term of rendering the state service. The hearing shall be held no later than 2 (two) working days from the date of notification. Based on the results of the hearing, the service provider shall decide on the possibility of reinstatement or refusal of reinstatement to a military educational institution. Should the service recipient eliminate the grounds for refusal to render the state service, the service recipient shall apply again to receive the state service.

10. 4. Certificate of the Ф-45 form (the certificate for those entering military educational institutions shall be drawn up without a restrictive mark "For official use" and on the reverse side shall be certified by the signature of the unit commander and the stamp, registered in unclassified office work and issued against signature in the registration log).

5. Document confirming the passage of professional and psychological selection, certified by a superior (commander).

6. Document on higher medical education (for applicants for residency) (original for reconciliation).

7. A copy of the certificate of completion of the internship and the transcript in the same language (in Kazakh/Russian) indicating the GPA for the internship (if there is no GPA in the transcript, the applicant shall apply the calculated GPA for the internship with the signature and seal of the organization in which he studied) and the result of the final state certification (FSC) of the internship (for applicants to the residency) (original for verification)

8. Copy of Health Care Professional Certificate (for residency applicants) (original for reconciliation).

9. The current certificate according to the Kazakh language proficiency assessment system KAZTEST with a level of at least В2 (if any).
