In accordance with Article 143 of the Code of the Republic of Kazakhstan dated July 7, 2020 “On Public Health and the Healthcare System”, I HEREBY ORDER:
1. To approve:
1) a list of medical care provided to foreigners and stateless persons whose freedom is restricted, as well as those serving a sentence in places of deprivation of liberty, detainees, those taken into custody and placed in special institutions within the framework of the guaranteed volume of free medical care in accordance with Appendix 1 to this Order;
2) the volume of medical care provided to foreigners and stateless persons whose freedom is restricted, as well as those serving a sentence in places of deprivation of liberty, detainees, those taken into custody and those placed in special institutions within the framework of the guaranteed volume of free medical care in accordance with Appendix 2 to this Order.
2. The Department of Organization of Medical Care of the Ministry of Healthcare of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) state registration of this Order in the Ministry of Justice of the Republic of Kazakhstan;
2) posting this Order on the Internet resource of the Ministry of Healthcare of the Republic of Kazakhstan;
3) within ten working days after the state registration of this Order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Healthcare of the Republic of Kazakhstan information on the implementation of the measures provided for in subparagraphs 1) and 2) of this paragraph.
3. Control over the implementation of this Order shall be assigned to the supervising Vice Minister of Healthcare of the Republic of Kazakhstan.
4. This Order shall come into effect upon expiry of ten calendar days after its official publication.

List of medical care provided to foreigners and stateless persons whose freedom is restricted, as well as those serving a sentence imposed by a court in places of deprivation of liberty, detainees, those taken into custody and placed in special institutions within the framework of the guaranteed volume of free medical care
1. Emergency medical care.
2. Primary health care:
1) diagnosis and treatment;
2) immunization.
3. Specialized medical care in outpatient settings:
1) when providing services for the prevention and diagnosis of HIV infection and tuberculosis;
2) in case of injuries, poisoning and emergency conditions;
3) for socially significant diseases;
4) in case of chronic diseases subject to dynamic monitoring in the manner approved by the authorized body in accordance with paragraph 3 of Article 196 of the Code of the Republic of Kazakhstan dated July 7, 2020 “On Public Health and the Healthcare System” (hereinafter referred to as the Code).
4. Specialized medical care in inpatient-replacing settings:
1) for socially significant diseases;
2) in case of chronic diseases subject to dynamic monitoring in the manner approved by the authorized body in accordance with paragraph 3 of Article 196 of the Code.
5. Specialized medical care in inpatient settings:
1) when isolating persons who have been in contact with a patient with an infectious or parasitic disease that poses a danger to others, as well as carriers of bacteria, carriers of viruses and persons suspected of having an infectious or parasitic disease that poses a danger to others;
2) in the treatment of infectious, parasitic diseases and diseases that pose a danger to others, according to the list determined by the authorized body;
3) in an emergency;
4) on a planned basis for socially significant diseases.
6. Provision of blood products and components thereof.
7. Provision of medicines, medical devices, specialized medicinal products, and immunobiological medicinal products within the guaranteed volume of free medical care shall be carried out:
1) when providing emergency care, as well as specialized care, including high-tech medical services, in inpatient and inpatient-replacing conditions in accordance with the drug formularies of healthcare organizations;
2) when providing primary health care in accordance with the list of diseases against which mandatory preventive vaccinations shall be carried out within the framework of the guaranteed volume of free medical care, determined in accordance with paragraph 5 of Article 85 of the Code;
3) when providing primary health care and specialized care in outpatient settings in accordance with the list of medicines and medical devices for free and (or) preferential outpatient care of certain categories of citizens of the Republic of Kazakhstan with certain diseases (conditions), approved in accordance with subparagraph 47) of Article 7 of the Code.
8. Pathological diagnostics.
