In accordance with subparagraph 1-1) of paragraph 1 of Article 12 of the Law of the Republic of Kazakhstan “On Permits and Notifications” and subparagraph 2) of paragraph 3 of Article 16 of the Law of the Republic of Kazakhstan “On State Statistics”, I HEREBY ORDER:
Footnote. Preamble – as amended by Order No. 19 of the Acting Minister of Tourism and Sports of the Republic of Kazakhstan dated January 18, 2024 (shall come into effect ten calendar days after its first official publication).1. To approve the attached qualification requirements applicable to tour operator activities and the list of documents confirming compliance with them.
2. The Department of Tourism Industry of the Ministry of Investment and Development of the Republic of Kazakhstan shall ensure:
1) in accordance with the procedure established by law, state registration of this Order with the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after the state registration of this Order in the Ministry of Justice of the Republic of Kazakhstan, sending a copy of it for official publication in periodicals and the information and legal system "Adilet" of the Republican state enterprise on the right of economic management "Republican Center for Legal Information of the Ministry of Justice of the Republic of Kazakhstan";
3) posting this Order on the Internet resource of the Ministry of Investment and Development of the Republic of Kazakhstan and on the intranet portal of government agencies;
4) submission to the Legal Department of the Ministry of Investment and Development of the Republic of Kazakhstan of information on the implementation of the measures provided for in subparagraphs 1), 2) and 3) of paragraph 2 of this Order within ten working days after the state registration of this Order with the Ministry of Justice of the Republic of Kazakhstan.
3. Control over the implementation of this Order shall be assigned to the First Vice Minister for Investments and Development of the Republic of Kazakhstan, Kassymbek Zh.M.
4. This Order shall come into effect upon expiry of twenty-one calendar days after the day of its first official publication.

Explanation on filling out the form designed to collect administrative data in the field of tourism activities "Information on compliance with the qualification requirements applicable to tour operator activities and a list of documents confirming compliance with them"
1. Column 1 shall indicate the serial number.
2. Column 2 shall indicate the numbers of contracts with third parties for the provision of individual tourist services included in the formed tourist product, and the date of conclusion of the contracts.
3. Column 3 shall indicate the specialty and qualification, the number of the diploma of higher or secondary vocational education in the profile of the type of activity subject to licensing, the date of issue of the diploma, the name of the educational institution, and the length of service of the employee with a tourism education.
4. Column 4 shall indicate the name, number and date of the title document for the office premises.
5. Column 5 shall contain information about the bank guarantee agreement concluded with a second-tier bank of the Republic of Kazakhstan for tour operators in the outbound tourism sector.
